MOMENCE CITY COUNCIL Monday, December 5, 2016 Council Meeting Time: 7:30 P.M.
The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Mick Porter called the meeting to order.
ROLL CALL
Roll was called by the Clerk with Aldermen Denton, Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz present. Also present was Mayor Mick Porter.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Cook made a motion to approve the Regular Session minutes of the November 21, 2016, Council Meeting as presented. Alderman Rehmer seconded the motion with Aldermen Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes. Alderman Denton passed.
APPROVAL OF THE BILLS
The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Denton made a motion to approve the bills for payment. Alderman Lesyna seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes.

OLD BUSINESS – none.
ALDERMANIC REPORTS
Alderman Denton: Discuss and vote on Tax Levy Ordinance. Total levy for 2016 will be $435,985. Alderman Denton made a motion to pass the Tax Levy Ordinance. Alderman Lesyna seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes. Ordinance # 822.
Alderman Denton called a Budget and Finance Meeting for December 19 at 7:15P.M.
Alderman Rehmer thanked Main Street Momence for a successful gathering this weekend.
Alderman Cook called a Local Improvement meeting for 12/19 for 6:45P.M.
Alderman John Metz questioned whether anything could be done about the trains blocking the railroad crossings in town. Fire department and ambulances concerns. Chief Cavender stated that locally, our hands are tied. Railroad controlled by Federal Transportation Safety Board. Ordinances are deemed unconstitutional.
DEPARTMENT HEAD REPORTS
Scott Behrends leaves will be done again once snow melts.
TREASURER REPORT – Treasurer Becky Peterson - absent
MAYORAL REPORT
Discuss and vote on Resolution of Support and Commitment of Local Funds for Community Development Block Grant / Mechanic Street. Public hearing held today and a motion is needed to pass a resolution to support. Alderman Cook made a motion to approve the Resolution of Support and Commitment of Local Funds. With this grant application, projected cost divided 4 ways (pork plant, Silva and VanDrunen) would be $50,000 each. Alderman Denton seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes. Resolution # 188.
Appointment of new Adjudication Hearing Officer: Requested motion to approve Brian Hyatt, with salary of $800 per month. Alderman Rehmer made a motion to approve the appointment of Brian Hyatt as stated above. Alderman Cook seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes.
EXECUTIVE SESSION
Alderman Cook made a motion to enter into Executive Session to discuss the employment and compensation, of specific employees of the public body with the potential of actions on matters discussed in closed session. Alderman Denton seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes. Entered into Executive Session at 7:45P.M.; returned from Executive Session at 8:27P.M.
Alderman Denton made a motion to adjourn the meeting. Alderman Cook seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Rehmer, Cook, Lesyna and John Metz voting yes. Meeting adjourned at 8:27P.M.
