1. Call to Order

The meeting was called to order by the Chairman, Mr. McConnell, at 9:00 a.m. Quorum present.

2. Public Comment

3. Approval of Minutes: January 18, 2017

Ms. Polk made a motion to approve the minutes, and Mr. Hildebrand seconded it. Motion carried with a voice vote.

4. Highways - Mark Rogers

 Bidding and Letting

Mr. Stauffenberg made a motion to open the bids, and Mr. Olthoff seconded it. Motion carried with a voice vote.

Mr. Rogers provided the committee with maps showing where the work is going to be done.

Mr. Tripp made a motion to approve the bids as read, conditioned upon review of the bid tabulations and responsibility of bidder, and Ms. Peters seconded it. Motion carried with a roll call vote of 14 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Hildebrand, Mr. Tripp, Mr. LaGesse, Mr. Stauffenberg, Mr. Olthoff, Ms. Polk, Mr. Mulcahy, Ms. Webber, Ms. Evans, Ms. Peters, Ms. Parker, Mr. Ritter, and Mr. Liehr.

5. County Engineer’s Pay Estimates

Mr. Rogers stated that there is only one estimate and it’s for general maintenance for 2017, payable to Kankakee Valley Construction in the amount of $1,149.08.

Mr. Stauffenberg made a motion to approve the pay estimates, and Mr. Hildebrand seconded it. Motion carried with a roll call vote of 14 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Hildebrand, Mr. Tripp, Mr. LaGesse, Mr. Stauffenberg, Mr. Olthoff, Ms. Polk, Mr. Mulcahy,

Ms. Webber, Ms. Evans, Ms. Peters, Ms. Parker, Mr. Ritter, and Mr. Liehr.

6. Buildings - Brian Gadbois

 Facility Dude Report

 Financial Report

 Building Report

Mr. Gadbois reviewed and discussed the above reports with the committee.

Mr. Olthoff asked what the population is for Immigration and Customs Enforcement (ICE) detainees at Jerome Combs Detention Center.

Mr. Gadbois stated that it is around 120.

 Personnel Update

Mr. Gadbois stated that the previous field superintendent has now moved back to a Mechanic 1, so there are no longer two salary employees. He stated that Chris Martin is now lead mechanic for the county.

 Office Relocation Update

Mr. Gadbois discussed the office relocation update with the committee.

 JCDC Excess Surplus Declaration

Mr. Gadbois stated that there is a large amount of electronic equipment that no longer works that needs to be disposed of.

Mr. Stauffenberg made a motion to approve the disposal of excess surplus, and Mr. LaGesse seconded it. Motion carried with a voice vote.

 Vending Contract for County

Mr. Gadbois stated that the State’s Attorney currently has the paperwork for new bidding for vendors for the Courthouse, County Building, and Annex. He expects to receive those soon.

 Computer Update for Circuit Clerk’s Office

Ms. Cianci stated that there is required computerization for the public e-filing, and they will need two stations for computers, printers, and scanners. She stated that they are considering locations, and may need to relocate a counter that may involve the Americans with Disabilities Act (ADA). She stated the deadline for the e-filing stations is January 1.

Mr. Olthoff asked if moving the counter would fall into the ADA, but if the counter is not moved and another location is used, it doesn’t?

Ms. Cianci stated that that was correct. She stated that the office needs to be accessible.

Ms. Peters asked what the original budget for the Treasurer’s relocation was and if Mr. Gadbois was close to it.

Mr. Gadbois stated that it was $40,000, and he is currently figured at about $35,000.

Mr. LaGesse asked what will be done with the old treasurer’s building.

Mr. Gadbois stated that he understands that it will be cold file storage.

Ms. Evans asked about the overpass over exit 308, as the road is in terrible condition.

Mr. Rogers stated that the State is aware of the condition of the pavement, and it is on their radar.

He stated he saw some surveyors there last week.

A motion was made by Ms. LaGesse to adjourn the meeting at 9:46 a.m., and was seconded by

Mr. Olthoff. Motion carried with a voice vote.
