Call to Order:

The regular meeting of the Bradley Village Board was called to order on Monday, April 24, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided

Roll Call: Trustee Balthazor, Redmond, Gadbois, Carrico and Watson. Trustee Cyr was absent.

Agenda:

There were no changes to the Agenda

A motion was made by Trustee Carrico and seconded by Trustee Gadbois to approve the agenda. (5 ayes 0 nays 1 absent) Motion carried

Presentation of Minutes:

A motion was made by Trustee Balthazor and seconded by Trustee Redmond to approve the minutes of the Regular Board meeting dated April 10, 2017 as printed as presented.

(4 ayes 0 nays labstain Trustee Gadbois 1 absent) Motion carried

Presentation of Communications:

MFTReport for March 2017

Beginning Unobligated Balance $463,163.67

Motor Fuel Tax Allotment - $29,139.45

Bradley Fish Fry - the Special Events committee are requesting to have the

•Fish Fry on June 2 & 3, 2017

•use of the West parking lot from May 31 through June 4

•permission to close Broadway on May 31 6:00 p.m. until June 4" at noon

•Barricades from DPW

•Extend the closure for the Car Show on Broadway from Grand to Michigan starting Saturday, June 3' at 2:00 p.m. until 11:00 p.m.

•Fish Fry hours are reduced on Saturday & Sunday from 4:00 p.m. to 11:00 p.m.

A motion was made by Trustee Gadbois and seconded by Trustee Balthazor to approve the Fire Departments requests for the Fish Fry. (5 ayes 0 nays 1 absent) Motion carried Bradley Community Garage Sales June 16 & 17, 2017 from 8:00 a.m. to 4:00 p.m. $10.00 refundable sign deposit.

New Business Spotlight:

Cozumel (next to Hobby Lobby) is now opened 7 days

Mayor wanted to congratulate Bill's Diner for their 25' Anniversary, locally owned restaurant, with all the chain restaurants in the area that is a great accomplishment.

Public Communication:

Report of Village Officers and Department Heads Police Department:

Chief Johnston gave the report for March 2017.

•2752 calls for service

•139 case reports

•560 citations

•87 Arrests - Adult

•17 Arrests - Juvenile

Chief noted a few items from the Police Department Annual Report for 2016.

•Only one Homicide

•Aggravated Battery and Burglaries were down from the prior year.

•IDROP (Illinois Debt Recovery Offset Portal) Jeff Hackley has done a good job with this program the 2016 totals submitted were $57,416 and collected were $25,635.

•Achievements-Chief Kufner retired after serving for a combined 37 years with Law Enforcement. Officer's Boudreau, Dupuis and Walters retired after 20 years of service.

Mayor noted that our Fire & Police Commission are doing a fine job with the process of hiring New Officers. Officer David Kline is one of our newer officers he should be recognized as he is the Top Officer in all 6 categories of the Activity Statistics of the Annual report.

Fire Department:

Chief Travis gave the Fire Department report for the month of March 2017.

Presentation of Bills and Accounts:

A motion was made by Trustee Gadbois and seconded by Trustee Carrico to pay all bills and accounts by recommendation of the Finance Committee.

Report of Standing Committees:

Ordinance & Technology

1. O-1-17-1 an Ordinance leasing Village-owned Real Property to the Kankakee River Metropolitan Agency for a term of Ninety-Nine Years. (tabled)

2. O-4-17-1 an Ordinance amending Ordinance No. O-4-16-2, the Budget for all Corporate purposes of the Village of Bradley, Kankakee County, Illinois, in lieu of the Appropriation Ordinance for the Fiscal year commencing on the first day of May, 2016 and ending on the thirtieth day of April, 2017. (2nd reading)

A motion was made by Trustee Gadbois and seconded by Trustee Balthazor to approve O-4-17-1. (5 ayes 0 nays 1 absent) Motion carried

3. O-4-17-2 an Ordinance amending Chapter 4, Article 3, Division 2 of the Municipal Code of the Village of Bradley, Kankakee County, Illinois (2nd reading)

A motion was made by Trustee Balthazor and seconded by Trustee Redmond to approve O-4-17-2. (5 ayes 0 nays 1 absent) Motion carried

4. O-4-17-3 an Ordinance adopting a temporary Budget for all Corporate purposes of the Village of Bradley, Kankakee County, Illinois, in lieu of the appropriation Ordinance for the Fiscal year commencing on the first day of May, 2017 and ending on the thirtieth day of April 2018 (2nd reading)

A motion was made by Trustee Gadbois and seconded by Trustee Carrico to approve O-4-17-3 (5 ayes 0 nays 1 absent) Motion carried

Unfinished Business:

Tractor change order was an adjustment of $993.60 for the upgrade, add Joystick Control. This was recommended by the Insurance & Finance Committee as cost was below budgeted amount.

A motion was made to approve the change order for the purchase by Trustee Gadbois and seconded by Trustee Balthazor (5 ayes 0 nays 1 absent) Motion carried

New Business:

6 Orbis Invoices - this was recommended by the Insurance & Finance Committee.

A motion was made by Trustee Gadbois and seconded by Trustee Redmond to approve the payment of the 6 Orbis invoices. (5 ayes 0 nays 1 absent) Motion carried

Mayor expressed a need for an Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation.

A motion to go into Executive Session at 7:05 pm by Trustee Balthazor and seconded by Trustee Gadbois (5 ayes 0 nays 1 absent) Motion carried

Adjournment:

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to adjourn the meeting. The meeting was adjourned at 8:03 p.m. on a unanimous aye Vote.
