Herscher Community Unit School District 2 Board of Education met May 1.

Here is the minutes provided by the Board:

The special meeting was called to order at 5:30 p.m. by Board President D. Emling. Roll Call: P. Daly, D. Emling, J. Powers, D. Ruder, S. Sullivan, J. Hastings, Supt. Decman, reporter from the Herscher Pilot and other visitors.

A motion was made by D. Ruder and was seconded by P. Daly to adopt the County Clerks’ canvass and certification of votes cast at the April 4, 2017, nonpartisan election of the Board of Education and winners of the election. P. Daly, aye; D. Emling, aye; J. Hastings, aye, J. Powers, aye; D. Ruder, aye; S. Sullivan, aye.

A motion was made by D. Ruder and was seconded by J. Powers to approve the minutes from previous meeting(s): April 10, 2017 @ 6:00 p.m. – Regular Executive/Closed Session; April 10, 2017 @ 7:00 p.m. – Regular/Open, as recommended. P. Daly, aye; D. Emling, aye; J. Hastings, aye, J. Powers, aye; D. Ruder, aye; S. Sullivan, aye.

There was a recognition of members leaving the Board: Dale Huizenga

Patrick Daly, Joseph Powers, Laura Rewerts and David Ruder were sworn in as members of the Herscher Community Unit School District No. 2 Board of Education.

D. Emling appointed Dr. Decman as President Pro Tem.

Reorganization of the Board:

A motion was made by D. Ruder and was seconded by S. Sullivan to nominate and elect D. Emling as President of the Board of Education until term ends after the Regular Board Meeting following the 2019 election.

Nominations were closed. After a 7-0 vote for D. Emling, David Emling was named the President of the Board of Education until term ends after the Regular Board Meeting following the 2019 election.

A motion was made by D. Ruder and was seconded by J. Hastings to nominate and elect P. Daly as Vice President of the Board of Education until term ends after the Regular Board Meeting following the 2019 election.

Nominations were closed. After a 7-0 vote for P. Daly, Pat Daly was named the Vice President of the Board of Education until term ends after the Regular Board Meeting following the 2019 election.

A motion was made by D. Ruder and was seconded by J. Powers to nominate and elect S. Sullivan as Secretary of the Board of Education until term ends after the Regular Board Meeting following the 2019 election.

Nominations were closed. After a 7-0 vote for S. Sullivan, Sally Sullivan was named the Secretary of the Board of Education until term ends after the Regular Board Meeting following the 2019 election.

Board President, D. Emling appointed J. Hastings as Board Representative to the Illinois Association of School Boards.

Board President, D. Emling appointed D. Ruder as Board Representative to the Kankakee Area Career Center. J. Powers was appointed back-up.

Board President, D. Emling appointed J. Powers and S. Sullivan to the Budget Planning Committee.

Board President, D. Emling appointed P. Daly and D. Ruder to the Procurement Committee.

Board President, D. Emling appointed the official depositories of District monies:

State Bank of Herscher Illinois School District Liquid Asset Fund

Peoples Bank Certificate of Deposit Account Registry Service (CDARS)

Centrue Bank Campus State Bank

Municipal Bonds, as approved

Board Dinner Discussion.

A motion at 5:47 p.m. to enter into closed session for the purpose of consideration of information regarding personnel, negotiations and litigation was made by D. Ruder and was seconded by J. Hastings. P. Daly, aye; D. Emling, aye; J. Hastings, aye, J. Powers, aye; L. Rewerts, aye; D. Ruder, aye; S. Sullivan, aye.

Ayes 7 Nays 0

A motion at 6:22 p.m. to come out of closed session was made by J. Hastings and was seconded by J. powers. P. Daly, aye; D. Emling, aye; J. Hastings, aye, J. Powers, aye; L. Rewerts, aye; D. Ruder, aye; S. Sullivan, aye.

A motion at 6:22 p.m. to adjourn was made by J. Hastings and was seconded by J. Powers.
