Call to Order:

The regular meeting of the Bradley Village Board was called to order on Monday, May 8, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided. Roll call: Trustees Balthazor, Redmond, Gadbois, Cyr, Carrico and Watson.

Agenda:

Mayor removed 12-A2 and 14-l

A motion was made by Trustee Gadbois and seconded by Trustee Carrico to approve the agenda with the changes made. (6 ayes 0 nays) Motion carried

Presentation of Minutes:

A motion was made by Trustee Balthazor and seconded by Trustee Redmond to approve the minutes of the Public Hearing meeting dated April 24, 2017 as printed and presented.

(5 ayes 0 nays 1 abstain - Trustee Cyr) Motion carried

A motion was made by Trustee Gadbois and seconded by Trustee Balthazor to approve the minutes of the Regular meeting dated April 24, 2017 as printed and presented.

(5 ayes 0 nays 1 abstain - Trustee Cyr) Motion carried

•Proclamation - May 7 thru 13, 2017 Municipal Clerk's week

New Business Spotlight:

Public Communications:

There were none

Report of Village Officers and Department Heads:

Public Works Director Peters gave the report for the month of April 2017.

Utilities

•Sewer main maintenance and assisted RJN as they installed monitoring meters

•Assisted with inspection of Storm & Sanitary mains during Fuel Tank removal at Village Hall

•Repaired 4 street lights, 1 traffic light

Park

•Turned on water and prepared restrooms at Lil's Park for the summer season

Streets

•Utilized Street Sweeper to clean 30+ miles of streets

•8 service requests were generated and/or closed out in April

•Landscaped around trees in support of Broadway Beautification

•Continued branch pickup, utilizing chipper

•Filled approximately 175 potholes

Training

•Weekly "Tailgate Talks' safety training was performed each week

•Part of staff attended Pump School for Lift Stations put on by Smith & Loveless

Trustee Gadbois had a concern about the Pond on Cardinal Drive and its maintenance. It was noted the maintenance plan should have started this week but due to the heavy rains it will start next week.

Treasurer's Report:

Treasurer Pries gave the eleven-month report ending for March 2017.

Revenues General Corporate Fund $9,224,931

Sewer Fund $ 1,762,263

Expenditures General Corporate Fund $10,770,781

Sewer Fund $2,383,671

A motion was made by Trustee Cyr and seconded by Trustee Redmond to approve the Treasurer’s Report for the month of March 2017. (6 ayes 0 nays) Motion carried

Presentation of Bills and Accounts:

A motion was made by Trustee Cyr and seconded by Trustee Carrico to pay all bills and accounts by recommendation of the Finance Committee.

(6 ayes 0 nay) Motion carried

Trustee Gadbois stated that on the top of the Sewer billing it was nice to see the information and communication for our residents.

Report of Special Committees:

Report of Standing Committees:

Ordinance & Technology

1. O-1-17-1 an Ordinance leasing Village-owned Real Property to the Kankakee River Metropolitan Agency for a term of ninety-nine years. (tabled)

Unfinished Business:

LED update - Mayor noted we had applied for a grant, we failed to get the grant. The Village will apply with ComEd at a later date for another grant opportunity

Underground Storage tank update - Mayor noted the underground tanks from the alley have been removed.

Elara Generator proposal - Trustee Cyr noted his Committee has gone over this they have received 2 bids Ruder $360,630.00 and Outsen S359,990.00. Elara has looked over the bids and recommend the Village should go with Outsen. This was recommended on a 3-0 vote from the Finance Committee.

A motion was made to accept the Outsen bid for the Generator by Trustee Cyr and seconded by Trustee Gadbois. (6 ayes 0 nays) Motion carried

Air Burner used for brush. The village of Bourbonnias purchased the air burner at a cost of $42,871.00, this will be shared by 3 community's villages of Bourbonnais and Bradley and Bourbonnais Township. There will be an intergovernmental agreement and each party will pay $14,290.33 this was recommended 3-0 vote by the Finance Committee.

A motion was made to pay the $14,290.33 with the intergovernmental agreement by Trustee Cyr and seconded by Trustee Balthazor (6 ayes 0 nays) Motion carried Trustee Watson had some concerns regarding permits and suggested that we not make out payment until the intergovernmental agreement is signed.

New Business:

R-5-17-1 a Resolution authorizing the Village of Bradley to obtain a permit from the Illinois Department of Transportation for a commercial entrance along Illinois Route 50 and to fulfill other Illinois Department of Transportation requirements associated with said work.

A motion was made to adopt R-5-17-1 by Trustee Balthazor and seconded by Trustee Watson (6 ayes 0 nays) Motion carried

R-5-17-3 a Resolution authorizing the Mayor of the Village of Bradley to issue and dispatch a letter releasing irrevocable standby Letter of Credit No. 150021018-201

A motion was made to adopt R-5-17-3 by Trustee Gadbois and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

1. R-5-17-4 a Resolution proclaiming the results of the Consolidated Election held within the Village of Bradley, Kankakee County, Illinois on the 4 day of April 2017.

A motion was made to adopt R-5-17-4 by Trustee Cyr and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

Mayor expressed a need for an Executive Session 5ILCS 120 (2) (c) 1.2 & 3 to consider the appointment, employment compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation.

Into Executive Session 6:53 p.m.

A motion to go into Executive Session at pm by Trustee Cyr and seconded by Trustee Gadbois (6 ayes 0 nays) Motion carried

Back in Regular Session at 7:50 p.m.

Operating Engineer's Collective Bargaining Agreement

A motion to approve the Agreement was made by Trustee Gadbois and seconded by Trustee Watson. There was a stipulation that (2) memorandums of understanding and a settlement of a grievance would be included in the agreement. (6 ayes 0 nays) Motion carried

Swear in new Elected Officials

Deputy Clerk Teresa Richert swore in Clerk Michael LaGesse

Clerk Michael LaGesse swore in Mayor Bruce Adams

Clerk Michael LaGesse swore the Elected Trustee's Robert Redmond, Jaclyn Dugan-Roof and Don Barber.

Adjournment:

A motion was made by Trustee Dugan-Roof and seconded by Trustee Barber to adjourn the meeting. The meeting was adjourned at 7:55 p.m. on a unanimous aye Vote.
