Village of Bourbonnais Finance Committee met July 12.
Here is the minutes provided by the Committee:
1. Roll Call:
Village President Paul Schore, Trustee Fischer, Trustee Greenlee, Trustee King, Trustee Keast, Trustee Littrell, Village Treasurer Riebe, Village Administrator Van Mill, Assistant Village Administrator Wimberly, Finance Director Wolf, Planning Commission Chairman Argyelan, and Building Commissioner Senesac. Trustee Serafini was absent.
2. Review and approve Committee minutes:
A motion was made by Trustee Keast and seconded by Trustee King to approve the committee minutes from June 14, 2017. The motion passed on a 5-0 voice vote.
3. Bills:
i. General funds bills reviewed: Committee approved.
ii. Special fund bills reviewed: Committee approved.
4. Other:
o Request for sponsorship for Miss Kankakee Scholarship Fund- The board reached a consensus to not sponsor the Miss Kankakee Scholarship Fund.
o Discussion of Electrical Aggregation agreement coming up for renewal Administrator Van Mill told the board he was advised to accept bids next week to take advantage of a currently competitive market. The board agreed to authorize the mayor to select the lowest bid received. The board agreed that the savings, on average, would need to be past a certain threshold of significance in order to divert from ComEd and go forward with the aggregation process. The decision will be made once bids are received.
o Report on legislation needed for the change of signatures for banking relationships- Finance Director Wolf explained that a resolution was needed to replace former Trustee Amiano as an authorized signee for banking relationships with Trustee Fischer.
o Other
i. Sales Tax Information- Finance Director Wolf explained that the Department of Revenue has given municipalities access to the sales tax information of businesses in their jurisdiction. A resolution will be on Monday's board meeting agenda to give access to this information to Administrator Van Mill, Assistant Administrator Wimberly, Finance Director Wolf, and Tara Latz.
ii. Tuition Reimbursement- Police Chief Phelps will be completing a Bachelor's Degree program, and is paying the difference between the cost of a similar program at Governor's State University, the program the Village has agreed to reimburse the cost of, and his current program. Chief Phelps has requested that the Village reimburse the remainder of the tuition cost, which could be over S10,000, at the conclusion of the 18 month program.
iii. PD Painting update- Deputy Chief Anderson requested that the Police Department be able to begin the painting portion of the Dispatch area upgrade prior to the total update which will probably occur next fiscal year.

A motion was made by Trustee King and seconded by Trustee Littrell to adjourn the Finance Committee meeting. Motion passed on a voice vote of 5-0 and the meeting adjourned at 4:26 p.m.
