Village of Bourbonnais Board of Trustees met Monday, Sept. 18.
Here is the minutes provided by the Board:
CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Maryam Zaidi who is a fourth grade student in Mrs. LeSage's class at LeVasseur School.
1. ROLL CALL: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Jeff Keast, Trustee Jack Littrell and Trustee Angie Serafini. Also in attendance were Village Treasurer Ron Riebe and Village Administrator Michael Van Mill. Absent was Trustee Randy King and Village Attorney Pat Dunn.
2. APPROVAL OF MINUTES: Motion made by Trustee Fischer and seconded by Trustee Serafini to suspend the reading and approve the Regular Board Meeting Minutes from September 5, 2017. Motion passed on a voice vote of 5-0.
3. REPORTS FROM COMMISSIONS AND ADVISORY BOARDS: None.
4. BIDS AND QUOTES: None.
5. CORRESPONDENCE: NOne.
6. FINANCE COMMITTEE:

а. Consideration to Approve Accounts Payable September 18, 2017
Motion made by Trustee Fischer and seconded by Trustee Greenlee to approve the bills as presented.

Trustee Fischer - Aye Trustee Littrell - Aye Trustee King - Absent Trustee Serafini - Aye
Motion passed on a vote of 5-0-1.
b. Treasurer's Report - June 2017
Motion to accept the unaudited Treasurer's Report for June 2017 (copy attached) was made by Trustee Fischer and seconded by Trustee Keast. Motion passed on a voice vote of 5-0.
7. ADMINISTRATION COMMITTEE:

a. Resolution No. 17-1284 (A Resolution Accepting a Corporate Warranty Deed from Security Lumber and Supply for Property Located in Highpoint Subdivision).
Motion made by Trustee Serafini and seconded by Trustee Fischer to read said by title only. Motion passed on a voice vote of 5-0.
Motion was made by Trustee Serafini and seconded by Trustee Fischer to adopt said resolution.
Prior to the vote, Assistant Village Administrator Laurie Wimberly explained the purpose of the resolution.

b. Ordinance No. 17-2074 (An Ordinance Approving and Authorizing the Execution of an End User Agreement Concerning Board Docs). First Reading
c. Ordinance No. 17-2075 (An Ordinance Authorizing, Approving and Ratifying a Personal Services Contract for the Village Administrator). First Reading
Following first reading by Village Clerk Simeur, a motion was made by Trustee Serafini and seconded by Trustee Keast to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 5-0.
Motion was made by Trustee Serafini and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 5-0.
Motion was made by Trustee Serafini and seconded by Trustee Fischer to adopt said ordinance.
Prior to the vote Mayor Schore commented on the ordinance and thanked Administrator Van Mill for his hard work.

8. COMMUNITY 8 ECONOMIC DEVELOPMENT:
Trustee Jeff Keast, Chair
a. Ordinance No. 17-2073 (An Ordinance Amending Chapter 7 of the Municipal
Code of the Village of Bourbonnais, Illinois Regarding Board of Examiners and Appeals). First Reading
Trustee Keast commented on what the ordinance sets out to do.
Trustee Keast reported that the Community and Economic Development Committee is continuing to review business district plan and the apartment moratorium policy.
9. POLICE COMMITTEE:

Trustee Greenlee noted that the Village has ordered three new squad cars and should be receiving them soon.
Also, Mayor Schore thanked the Bourbonnais Police Department for their fast work in apprehending a suspect in the Brickstone Restaurant robbery.
10. PUBLIC WORKS COMMITTEE: Trustee Randy King, Chair
Trustee Keast (on behalf of Trustee King) reported on the following:
o The sidewalk program is moving along. Public Works Director Chamness notes that 150' of sidewalk has been replaced so far and another 200' will be done by the end of the month.
o Road striping is almost complete.
o All park equipment has been painted.
o The replacement roof on the old Public Works building will be started soon.
11. UTILITY COMMITTEE:
Trustee Jack Littrell, Jr., Chair
Trustee Littrell reported on the following:
o The water tower on Route 102 is being repainted by an Aqua contractor.
o Natural gas lines are being installed along Route 102.
o The sewer interceptor project will be crossing Route 102 soon.
12. COMMITTEE MEETINGS SET:
o Finance - Wednesday, September 27, 2017 at 4:00 pm.
o Police - Wednesday, September 27, 2017 at 4:30 pm.
Meetings will be held in the Municipal Center Board Room.
13. VILLAGE ADMINISTRATOR’S REPORT: Michael Van Mill, Village Administrator
Village Administrator Van Mill reported that interviews are continuing for the various positions open in the Finance, Code Enforcement and Public Works departments. Next Wednesday the Village will be represented at ICSC in Chicago (Navy Pier) by Administrator Van Mill and Assistant Administrator Wimberly, to pursue development at the new Interchange.

a. Acceptance of the Business District Plan to be placed on file for public inspection. Village Administrator Van Mill gave an update on the progress of the Business District Plan. Motion to accept the Business District Plan was made by Trustee Keast and seconded by Trustee Greenlee.

b. Proclamation 17-308 (A Proclamation Honoring September 17-23 as Constitution Week)
Motion made by Trustee Keast and seconded by Trustee Fischer to read the proclamation in its entirety. Motion passed on voice vote of 5-0. Motion was made by Trustee Fischer and seconded by Trustee Keast to adopt said ordinance.

Mayor Schore also announced the Community Open House. The Mayor said that it will be held on Wednesday, October 25th, 2017 from 6:00pm - 8:00 pm in the Community Room. Department heads will be in attendance to answer any questions that residents might have.

A motion was made by Trustee Littrell and seconded by Trustee Keast to adjourn the regular board meeting. Motion passed on a voice vote of 5-0 and the meeting adjourned at 5:52 p.m.
