CALL TO ORDER
The regular meeting of the Bradley Village Board was called to order on Monday, September 25, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided Roll call: Trustee Balthazor, Gadbois, Watson, Dugan-Roof and Barber. Trustee Redmond was absent. Also present Attorney Jeff Taylor and Clerk Mike LaGesse.

A motion was made by Trustee Gadbois and seconded by Trustee Balthazor to approve the agenda with the changes made. (5 ayes 0 nays 1 absent) Motion carried
PRESENTATION OF MINUTES
A motion was made by Trustee Balthazor and seconded by Trustee Watson to approve the minutes of the Regular Board meeting dated September 11, 2017 as printed and presented. (4 ayes 0 nays 1 abstain 1 absent) Motion carried

There was a petition presented to the Board by Duane Brumit 22 signatures of residents that oppose the Special Use Permit for the Medical Marijuana Dispensary.

Chief Johnston gave the report for August 2017.

Chief noted K9 Riggs will be officially retiring from the Bradley Police Department after 8 years of service. Officer John Cox who was the handler for Riggs will be going to the Detective Unit. Chief Johnston is awaiting word from the State and the County to name a portion of Armour Road, from Locke Drive to Cardinal Drive as honorary Will Lewis Drive. Sgt. Will Lewis was killed in the line of duty as Bradley Police Officer, November marks his 20 anniversary.

PRESENTATION OF BILLS AND ACCOUNTS
A motion was made by Trustee Dugan-Roof and seconded by Trustee Gadbois to pay all bills and accounts by recommendation of the Finance Committee. (5 ayes 0 nays 1 absent) Motion carried

REPORT OF STANDING COMMITTEES
Ordinance & Technology
1. O-9-17-4 an Ordinance granting a Special Use Permit for the operation of a Medical Marijuana Dispensary on certain premises located with the Village of Bradley, Kankakee County, Illinois (2" reading)
A motion was made to approve O-9-17-4 by Trustee Gadbois and seconded by Trustee Balthazor.
After a lengthy discussion between the Board and requestors the vote was taken (3 ayes Trustee Balthazor, Gadbois & Dugan-Roof 2 nays Trustee Watson & Barber 1 absent) Motion carried
UNFINISHED BUSINESS
Trustee Watson wondered if the Trustees were willing to pass a Resolution opposing the rate increase. Trustees are not prepared to do that tonight. Therefore, that will be discussed at the next meeting. He also noted he would like to have a Committee of the Whole meeting concerning the Sewer rate increases.
Mayor noted without an Administrator and a Finance Director it has been extremely busy in the front office, he will try to set a date the first part of October.
NEW BUSINESS
Calendar Dates
A motion was made by Trustee Watson and seconded by Trustee Balthazor to approve the Dates for the 2018 calendar. (5 ayes 0 nays 1 absent) Motion carried
Refinance TIF Bond discussion - (Rt 50 TIF) it was noted by the Mayor that Bond Counsel has notified the Village that these bonds can be refinanced at a savings of approximately $350,000 to $400,000. He did not know the cost of the refinancing, it would not change the retirement date of 2027. This will be discussed at the next meeting and the mayor will have some cost figures to refinance the bonds.
Trustee Watson asked about photos for new members, when Trustee Redmond is available at a further date this will be taken care of
A motion was made to go into Executive Session at 7:17 p.m. by Trustee Watson and seconded by Trustee Balthazor. (5 ayes 0 nays 1 absent) Motion carried
Executive Session 5ILCS 120 (2) (c) to consider the appointment, employment compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining.
Back in Regular Session at 7:37 p.m.
ADJOURNMENT
A motion was made by Trustee Balthazor and seconded by Trustee Watson to adjourn the meeting. The meeting was adjourned at 7:37 p.m. on a unanimous aye vote.
