Momence City Council met December 18.

Here is the minutes provided by the Council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

Roll Call:

Roll was called by the Clerk with Aldermen Salomone, Navratil, Metz, Clark, Rehmer, Cook, and Temple present. Also present was Mayor Steele. Alderman Cope was absent.

Approval Of Previous Meeting Minutes:

Alderman Metz made a motion to approve the minutes of the December 4, 2017 council meeting. Alderman Rehmer seconded the motion with Aldermen Salomone, Navratil, Metz, Clark, Rehmer and Temple voting yes. Alderman Cook passed.

Approval Of The Bills:

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Navratil, Metz, Clark, Rehmer, Cook and Temple voting yes.

Citizen Forum:

1. Abe Abraham - of Groskreutz, Abraham, Eshleman, & Gerretse – Presentation of 2016/2017 Audit- Feels that this year is the best year they have gone through. Cash was balanced, went well and completed very early.

Old Business Alderman Metz – thank you to everyone who attended the Christmas dinner.

Aldermanic Reports:

1. Jake Salomone – Discuss and Vote Tax Levy 2017/2018 based off of the resolution, decreased from estimate tax rev for 2017 $338505.00 based on the extended amount from the county for 2016. Ordinance 839 Alderman Salomone made motion to approve, Alderman Cook seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook and Temple voting yes.

2. Jake Salomone – Discuss and Vote on Resolution 199 Authorizing the Transfer of Funds Listed in the Annual Appropriation Ordinance we are over on the appropriation for trees due to the ash bore problems. Alderman Salomone made motion to approve the resolution, Alderman Metz seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook and Temple voting yes.

3. Budget and Finance meeting for January 2 7:15 pm

4. Alderman Rehmer – garbage cans are being left on the streets for numerous days after the garbage is collected. There is an ordinance set for this issue.

Department Heads Scott Behrends – nothing in the ordinance states no parking downtown after the 2 inches of snow has fallen. Streets and Alley has a short time window to plow those areas. Areas affected: Washington, Dixie and part of Locust. Amending the ordinance at next meeting, first reading. Leaves are still being collected, will continue as long as possible. Chief Brucato – Sunday the Momence police department participated in the shop with a cop. Chief and mayor Steele dressed up as Santa and gave out scratch off lottery tickets.

Mayoral Report:

1. Discuss creating Rental Ordinance looking for more input from the council at the next meeting. Need someone certified to do the fire inspections.

2. Website Eileen Crooks has resigned as the webmaster. Mayor is looking for someone to replace her, he does have a few in mind. Asking for the council input.

3. Thank you to Carrie Navratil

Mayor Steele requested executive session to discuss contractual. Alderman Cook made motion to enter, Alderman Metz seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook and Temple voting yes.

Returned from executive 8:45 pm

Returned from executive session: Alderman Salomone made motion to enter back into regular session, Alderman Navratil seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, and Temple voted yes.

Vote on Momence Packing contract. Alderman Metz made motion to approve a 5 year contract with the rates yet to be determined at this time, Alderman Cook seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook and Temple voting yes.

Alderman Metz made motion to adjourn, Alderman Navratil seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook and Temple voting yes.

Jay Kerouac concerned about what was discussed during executive session.

Meeting adjourned at 8:48 p.m.
