Here is the minutes provided by the Board:

The meeting of the Kankakee County Board, Kankakee, Illinois, held on December 12, 2017, pursuant to the adjourned meeting of September 12, 2017, was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Mr. Ritter, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Mr. Washington, Jr., Mr. LaGesse, Mr. Stauffenberg, Mr. Vickery, Mr. Hess, Mr. McConnell, Mr. Mulcahy, Mr. Snipes, Mr. Byrne, Mr. Sirois, Mr. Liehr, Mrs. Webber, Mrs. Peters, Mrs. Evans, Mr. Payton, Mrs. Parker, Ms. Dunbar, Mr. Ritter, Mr. Kinzinger, Mr. Fairfield, Mr. Wheeler

Members Absent - Mr. Tripp, Mr. Olthoff, Mr. Tholen, Mrs. Polk, Mr. Skutt, Mr. Hildebrand, Mr. Einfeldt

Public Commentary —

Mr. Nickey Yates questioned the appointment of the Superintendent of the Veterans Assistance Commission.

Vacancy Appointment

A resolution was read regarding a Declaration of Vacancy for Kankakee County Clerk Effective December 31, 2017 (227). Mrs. Peters made a resolution to adopt the resolution. Mr. Vickery seconded the motion. Mr. McConnell stated that Mr. Clark had brought integrity to the office that he holds and instilled integrity in his staff. Mr. Washington, Jr. commended Mr. Clark for all of his years of service and personal commitment. Motion carried by voice vote.

A resolution was read regarding Appointment of Dan Hendrickson to Fill the Vacancy of Bruce Clark, Kankakee County Clerk (226) effective January 1, 2018. Mr. Hess made the motion to adopt the resolution. Mr. Washington, Jr. seconded the motion. Mrs. Parker commented that Mr. Hendrickson had earned her respect and confidence for the county clerk position and highly endorsed the appointment. A roll call vote was taken with the motion passing 21 ayes to 0 nays. Motion carried. w

Minutes of the Last Meeting:

The minutes of the November 14, 2017 county board meeting and the November 29, 2017 special county board meeting were submitted to the County Board for approval. The reading of the minutes was waived. Mr. Byrne made a motion to accept the minutes. Mr. Payton seconded the motion. Motion carried by a voice vote.

Claims Committee Report:

Mr. Wheeler stated that there would not be a claims committee report because the Finance Committee meeting was cancelled and replaced by the November 29, 2017 special county board meeting.

Department Reports:

The department reports were read and accepted on the motion of Mr. Vickery and seconded by Mr. Stauffenberg. Motion carried by a voice vote.

County Clerk's monthly report and Animal Control's monthly report would be heard at next month’s meeting.

Mr. Byrne made the motion to approve the consent agenda. Mr. LaGesse seconded the motion. Mr. Clark, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 21 ayes to 0 nays. Motion carried.

There is one opening on the Joe Benes Drainage District

There is one opening on the Manteno Drainage District No. 3

There is one opening on the Manteno Drainage District No. 9

There is one opening on the St. Anne Fire Protection District

Old Business - None

New Business -

Mrs. Parker stated the Animal Welfare Advocacy Committee had a resignation and an opening was available. The vacancy would be formally announced at the Community Service meeting.

Mr. Snipes responded to Mr. Yates’ public commentary regarding the interview process and suggested the board inquire about the Veterans Assistance Commission's hiring practice to ensure compliance with the EEOC. Mr. Wheeler stated all this board was able to do was enact a levy by statute to support the VAC. Mr. Rowe stated any allegations involving EEOC matters need to be filed through the EEOC.

Mr. Clark gave a closing speech on his retirement as County Clerk. Mr. Clark thanked family and friends for their unwavering support. He expressed his appreciation for many people in county government who had helped him when he first took office and continued to do so over the years. He expressed that he had always tried to complete his responsibilities to the best of his ability, and after 32 years of service, wanted to spend more time with family and work in other areas of interest.

Adjournment:

Mr. LaGesse made the motion to adjourn the meeting at 9:40 a.m. Mr. Snipes seconded the motion. Motion carried by a voice vote.
