1. Call to Order

The meeting was called to order by the Committee Chairman, Mr. LaGesse, at 9:00 a.m. Quorum present.

4. Approval of Minutes: May 24, 2016, June 10, 2016, July 6, 2016, August 2, 2016, September 1, 2016, September 27, 2016, October 14, 2016, October 25, 2016, November 21, 2016; AND September 27, 2017, October 25, 2017, November 8, 2017
Mr. Sirois made a motion to approve the minutes for May 24, 2016; June 10, 2016; July 6, 2016; August 2, 2016; September 1, 2016; and September 27, 2017, and Mr. Vickery seconded it. Motion carried with a voice vote.
5. County Auditor’s Office – Jake Lee
• Monthly Claims
Mr. Payton made a motion to combine and approve the monthly claims for October 2017 and November 2017, and Mr. Sirois seconded it. Motion carried with a roll call vote of 11 ayes and 0 nays. Voting aye were Mr. LaGesse, Mr. Vickery, Mr. Washington, Mr. Stauffenberg, Mr. Hess, Mr. Mulcahy, Mr. Sirois, Ms. Webber, Mr. Payton, Mr. Kinzinger, and Mr. Wheeler.
Mr. Lee reviewed and discussed the monthly claims with the committee.
6. HR/Insurance – Lynn Mackin
• Staffing Levels Report
• Insurance Update
Ms. Mackin was not present.
7. Treasurer ‘s Office- Nick Africano
• County Treasurer’s Report – October 2017 and November 2017
• County Collector’s Report – October 2017 and November 2017
• Monthly Resolutions - December 2017 and January 2018
Mr. Washington made a motion to combine and approve the reports and monthly resolutions, and Mr. Stauffenberg seconded it. Motion carried with a voice vote.
The reports and resolutions were reviewed and discussed.
Mr. Africano reports the County has collected $80,000 in back taxes. Also, he states his office is now open five days a week, eight hours a day as opposed to 28 hours per week.
• Non-selling Tax Sale Properties
Mr. Africano states the County has been increasingly successful at selling properties due to County staff thoroughly investigating the non-selling properties list.
8. Finance Department - Steve McCarty
• County Clerk Copier/Printer – Proposal from Martin Whalen
Mr. McCarty reports a new machine will cost the County $4781 and there is money in the Capital Development Fund for the purchase.
Mr. Sirois made a motion to approve the purchase of a new copier/printer for the County Clerk’s Office and Mr. Mulcahy seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were Mr. LaGesse, Mr. Vickery, Mr. Washington, Mr. Stauffenberg, Mr. Hess, Mr. Mulcahy, Mr. Sirois, Ms. Webber, Mr. Payton, Ms. Dunbar, Mr. Kinzinger, and Mr. Wheeler.
• TAW Update and Timeline
Mr. Wheeler reports the $2.5 million is to be paid off in two installments next year.
• Cash Flow Update
• Miscellaneous Financial Reports and Discussion
Mr. Wheeler commented on the overtime for Corrections. He states the staffing levels are increasing and overtime pay is decreasing. The overtime budget should not exceed $23,000 per month.
• Filling Vacant Position in Finance Department
Mr. McCarty reports a staffing vacancy of a staff accountant.
Mr. Washington made a motion to approve the hiring of a staff accountant for the Finance Department, and Ms. Dunbar seconded it. Motion carried with a voice vote.
9. Sheriff’s Department - Sheriff Mike Downey
• Monthly Update
Sheriff Downey reports $810,000 in housing alone for December. He predicts similar numbers going forward. He reminded the Board of the number of available beds the County has and the amount of Correctional Staff currently employed. Sheriff Downey states he currently has116-117 active employees and feels a full staff would be approximately 130. He also reports the downtown jail has 240 beds and approximately 160 are currently taken.
• Cost Revenue – Serving Civil Process Papers
Sheriff Downey will report to the Committee regarding this issue in January.
10. Other Business
• State’s Attorney’s Appellate Prosecutor Program
Mr. Vickery made a motion to approve payment for the Appellate Prosecutor Program and Mr. Payton seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were Mr. LaGesse, Mr. Vickery, Mr. Washington, Mr. Stauffenberg, Mr. Hess, Mr. Mulcahy, Mr. Sirois, Ms. Webber, Mr. Payton, Ms. Dunbar, Mr. Kinzinger, and Mr. Wheeler.
• Probation Squad Car Lease
Mr. Lathem reports the cost of the three vehicles is $78,850 and there is grant monies from last fiscal year coming in to cover the purchase.
Mr. Hess made a motion to approve payment for the lease/purchase of three vehicles for the Probation Department and Mr. Washington seconded it. Motion carried with a roll call vote of 11 ayes and 0 nays. Voting aye were Mr. LaGesse, Mr. Vickery, Mr. Washington, Mr. Stauffenberg, Mr. Hess, Mr. Mulcahy, Mr. Sirois, Ms. Webber, Mr. Payton, Mr. Kinzinger, and Mr. Wheeler.
11.Old/New Business
Mr. LaGesse stated Cook County was granted a one-year extension to get their E-File system up and running. He inquired to Ms. Cianci if Kankakee County was also granted the extension.
Ms. Cianci stated Chief Judge Kramer has written the State asking for an extension as well. She reports approximately half of the counties in IL are in the same position. She reports it is her belief the County will be granted an extension.

Mr. Mulcahy made a motion to adjourn the meeting at 10:08 a.m., and Mr. Stauffenberg seconded it. Motion carried with a voice vote.
