Kankakee County Executive Committee met December 26.

1.Call to Order
The meeting was called to order by the Chairman, Mr. Wheeler, at 9:00 a.m. Quorum present.
2. Public Comment
Nickey Yates commented on the hiring practice of the VAC.
Mr. Byrne made a motion to amend the agenda for executive session, and Mr. LaGesse seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. LaGesse, Mr. Washington, Mr. Vickery, Mr. Hess, Mr. Snipes, Mr. Byrne, Mr. Sirois, Ms. Webber, Mr. Liehr, and Mr. Wheeler.
Mr. Liehr made a motion to enter into Executive Session regarding 5-ILCS 120/2(a) - Employment Matters, and Mr. Washington seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. LaGesse, Mr. Washington, Mr. Vickery, Mr. Hess, Mr. Snipes, Mr. Byrne, Mr. Sirois, Ms. Webber, Mr. Liehr, and Mr. Wheeler.
The Committee went into Executive Session at 9:06 a.m. and came out at 9:51 a.m.
3. Presentations

4. Approval of Minutes: April 28, 2016; May 26, 2016; June 30, 2016; July 28, 2016; August 25, 2016; September 29, 2016; October 27, 2016; November 23, 2016; and November 28, 2017 Mr. LaGesse made a motion to approve the above minutes, and Mr. Byrne seconded it. Motion carried with a voice vote.
5. Legislative – Steve Liehr
• Sexual Harassment Ordinance Mr. Liehr stated that there is an ordinance before this committee with regards to sexual harassment as a result of legislation that the General Assembly has passed and the Governor has signed. The State’s Attorney’s office prepared the ordinance.
Mr. Liehr made a motion to approve and waive reading of the above ordinance, and Mr. Sirois seconded it.
Discussion:
Mr. Wheeler stated that all units of government must have this on the books by the end of January. He asked Mr. Liehr if this ordinance mirrors any other county or entity.
Mr. Liehr stated that the UCCI did prepare a model ordinance and our State’s Attorney’s office used that plus their own research to develop this ordinance. Original motion carried with a voice vote.

10. Veterans Assistance Commission
✓ Monthly Report
Mr. Byrne made a motion to approve the monthly report, and Mr. Washington seconded it. Motion carried with a voice vote. No one was present from the VAC.
11. Personnel/HR Issues – Lynn Mackin
Ms. Mackin was not present.
✓ Adopting the Equal Employment Opportunity Utilization Report (EEOP)
Mr. Vickery made a motion to adopt the EEOP, and Mr. Byrne seconded it. Motion carried with a voice vote.
12. Administrative Issues

✓ Resignation of Terry Hightower from the Joe Benes Drainage District
✓ Resignation of Thomas Caise from the St. Anne Fire Protection District
✓ Appointment of Michael Taylor to the Kankakee County Board of Health
✓ Appointment of Dondi Maricle to the Kankakee County Regional Planning
Commission
✓ Reappointment of Gerald Thiesen to the Yellowhead & Washington Union Drainage District No. 2
Mr. Washington made a motion to combine and approve the above, and Mr. LaGesse seconded it. Motion carried with a voice vote.
➢ Openings:
✓ Two Openings on the Kankakee County Regional Planning Commission
✓ Six Openings on Board of Examiners & Appeals (Engineer, Architect, Commercial Contractor, Residential Contractor, Electrician, and Plumber)
✓ One Opening on the Joe Benes Drainage District
✓ One Opening on the Manteno Drainage District No. 3
✓ One Opening on the Manteno #9 Drainage District
✓ One Opening on the St. Anne Fire Protection District
Mr. Wheeler announced the above openings.
13. Other Business
• Amendment to Exhibit A of the Economic Alliance Agreement
Mr. Wheeler stated that the amendment is not yet available. Once available, it will be on the agenda for members to discuss and vote on. A FOIA inquiry alerted Administration to the fact that, in 2015, there was an oversight in hiring the Chairman of the Economic Alliance. The recommendation to hire went to the Committee but never went to the Full Board for approval to hire.
14. Information
Mr. Snipes requested that the VAC Superintendent attend the next board meeting to answer questions regarding their hiring policies and if they are in compliance with EEOC.
Mr. Wheeler stated that the County has no jurisdiction over the VAC and cannot hold the VAC accountable for fair hiring processes. He recommended that those interested in the VAC’s hiring practices attend the VAC’s next board meeting to inquire.
