Momence City Council met Feb. 5.

Here is the minutes provided by the Council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope were present. Also present was Mayor Steele.

Approval of Appointment for ward 1 Alderman – swearing in of Anne Carrbonaro. Alderman Salomone made motion to approve Ann Carbonaro to the position of Alderman Ward 1. Alderman Metz seconded the motion with Alderman Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Carbonaro was sworn in by the City Clerk.

Roll Call - Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope were present. Also present was Mayor Steele.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Cook made a motion to approve the minutes of the January 15, 2018 council meeting. Alderman Metz seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook and Cope voting yes. Aldermen Carbonaro and Temple both passed.

APPROVAL OF THE BILLS

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment with the additional for 195.00 bill for the police department. Alderman Metz seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Carbonaro passed.

ALDERMANIC REPORTS

Rebekah Cope – Rental Ordinance Discussion discussed ideas on property owners for rental units/properties. Per Scott Behrends - Food pantry will not survive outside the way it’s built. Alderman Rehmer – union negotiations going on with police committee. Signs remain on the businesses of closed businesses. Mayor is stating that the issue should be turned over to the code officer. Alderman Metz – water bills went out with incorrect dates. Chicago index is also on the website showing an increase in the water/sewer bills. Gas Depot signs are to large, obstructing the view with trying to turn. Alderman Salomone scheduled a budget and finance committee meeting for February 19, 2018 at 7:15PM

DEPARTMENT HEADS

Tina Demack discussed water rate increases. Rates went up 1.7% Jenene Mechanic Street project still has one outstanding bill, all else has been taken care of. Midland is offering no fees for their accounts. Water/Sewer depreciation is.33%. Moving to Municipal, rate would be.26, payroll would be no fee. Looking at direct deposit, no fee for municipal. ACH transfers will charge $5.00 per batch. Recommends that we put on the next meeting to discuss and vote. Alderman Salomone will add to budget/finance meeting on February 19, and to speak to Tina/Lori to look at system. Midland is much more advanced on the technology. Municipal would require more information. Working on some incorrect auditor adjustments, need to get corrections and should be able to balance.

MAYORAL REPORT

1. Approval on obtaining an appraisal for city owned property. Company interested in purchasing property behind distillery. Before this can be done, the property needs to be appraised. 6 acres. Cost would be between $750.00 - $1500.00. Motion to approve made by Alderman Rehmer, Alderman Cook seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Mayor Steele asked to move into executive session, possibly to come out and do business on one item. Alderman Cook made motion to move into executive session, Alderman Salomone seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Adjourned to executive sessions 7:51 P.M.

Re-entered public session 8:25 P.M.

Alderman Cook made to move Joe Carbonaro from seasonal pay to part time pay, Alderman Metz seconded the motion with Alderman Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Alderman Carbonaro passed.

Alderman Metz made motion to adjourn, Alderman Rehmer seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Meeting adjourned 8:25 P.M.
