Momence City Council met Feb. 19.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.
ROLL CALL
Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer,
Temple and Cope were present. Also present was Mayor Steele. Alderman Cook was absent.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Rehmer made a motion to approve the minutes of the February 5, 2018 council meeting. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.
APPROVAL OF THE BILLS
The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.
CITZEN FORUM
Ray Simpson – difficult to rent buildings downtown Momence without a rental ordinance in place, states that renting the downstairs is very difficult if not impossible. He stated that meeting with the property owners should be mandatory prior to setting the rental ordinance. Alderman Cope stated with the future ordinance is just following code, not to put a hardship on the building owners.
Jay Kerouac was asked not to speak as he was not on the agenda. Mayor did ask for him to be removed.
OLD BUSINESS
Alderman Metz – thank you to the police department for removing the signs at gas depo.
Alderman Clark – thank you to the city for the snow removal
ALDERMANIC REPORTS
1. Rebekah Cope – Rental Ordinance discussion - She and mayor will be meeting with the property owners.
2. Jake Salomone – Discuss & Vote on Municipal/Midland Bank Proposals everyone will need to review the city investment policy. Set a budget and finance meeting for March 5, 7:15 P.M. Jenene is stating her recommendation is to keep the 4 funds together at Midland, moving CDs to Municipal. Lori has been in contact with the auditors, he was happy with the four accounts being together at Midland. Alderman Salomone made motion to move the general fund from Municipal to Midland. Alderman Cope seconded the motion, with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes. Alderman Salomone made motion to move the six CDs to Municipal from Midland upon maturity date March 22. Alderman Metz seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes. Alderman Salomone made motion to move the MFT from Midland to Municipal pending approval, Alderman Metz seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.
Treasurer Report – have received an investment policy from the banks. She will be contacting MFT about future audit.
Asking for a cutoff date for ordering supplies, such as 6 weeks prior to the end of the fiscal year.
MAYORAL REPORT
1. Discuss & Vote on Intergovernmental Agreement for Kankakee County Visitors Bureau, extending the agreement. Alderman Metz made motion to approve, Alderman Salomone seconded the motion with Alderman Cope, Temple, Rehmer, Clark, Metz, Carbonaro and Salomone voting yes.
2. Discuss & Vote on Resolution 200 for Kankakee County Visitors Bureau Extension, approving the extension of the agreement. Alderman Metz made motion to approve, Alderman Salomone seconded the motion with Alderman Cope, Temple, Rehmer, Clark, Metz, Carbonaro and Salomone voting yes.
Mayor Steele requested to move into executive session. Alderman Metz made motion to move to executive, Alderman Salomone seconded the motion with Alderman Cope, Temple, Rehmer, Clark, Metz, Carbonaro and Salomone voting yes.
Adjourned to executive session 7:57 P.M.
Re-entered open session 8:06 P.M.
