Momence City Council met Aug. 6.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.
ROLL CALL
Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Rehmer had a correction to the minutes of the July 16, 2018 council meeting to the executive session minutes stating to update to possibly come out to do business. Alderman Metz made a motion to approve, Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, and Temple voting yes. Alderman Cope passed.
APPROVAL OF THE BILLS
The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.
CITZEN FORUM
1. Clippers to Caviar – Request street closure E. Washington St. requesting to block off a portion of Washington (half a block to the alley from noon – 6 PM) for free back to school haircuts, August 19th. 10 – 2pm, and an event 2 – 5pm. Angela (Rich’s) is suggesting working together for the event. Questioning food, inspection from County Health, would like to give food away for the event. Alderman Rehmer made motion to approve, Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Salomone, Clark, Rehmer, Cook, Temple and Cope voting yes.
2. Richard’s Tap – Request street closer W. Washington Saturday, August 11 – block off the alley for the band trailer after the parade for three hours – approximately ending at 9:30 PM. Second request – Bike Run starting and ending at Rich’s, expecting around 100 bikes. Angela is requesting street closure on Washington from the alley to Dixie on W. Washington. Cosmo Girls is ok with it, Sammy’s would not be affected. This would be on Saturday, September 8. Alderman Metz brought up that the street could be closed in the morning for the start of the run (8 – 12 pm), but to use the City parking lot for they end of the run. Alderman Metz made motion to approve both requests for Rich’s, Alderman Temple seconded the motion for both requests with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.
ALDERMANIC REPORTS
1. David Cook – Discuss and Vote on Zoning Board of Appeals recommendation 126 N. Walnut St. Approval from the board for the pool request. Alderman Cook made a motion to approve, Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.
2. David Cook – Discuss and Vote on Zoning Board of Appeals recommendation 5 Circle Dr. Approval from board for shed request. Alderman Cook made motion to approve, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.
3. Salomone - BF August 20 7:15pm
4. Metz – water and sewer committee, Gilster has been receiving many overages/fines. Requesting if City would cut some of the fee/fines. The problem has been corrected. Scott did state that Mark had told Gilster that this was happening many times, they were aware. The City has had this problem with other businesses in the area. Gilster was aware, they should pay the fines.
DEPARTMENT HEADS
Scott – street sweeper is back, chipper is down. The city has use of a “demo” at this time, looking at a bill of possibly 3000.00. Chipper was bought new, 17 years old. Scott is waiting to hear more, suggesting a committee meeting. Public works meeting 6:45 August 20. East side, hydrant leaking. No valve on the hydrant, looking at repairing after festival. Might have to shut down several houses for the repair. Mayor has indicated that there have been much bigger piles of brush than what is feasible.
Alderman Metz brought up that there was a street light out on the corner of River and Market. Scott indicated that that needs to go through City Hall.
Tina farmer’s market will have gladiolus for 4.00 a bunch.
Treasurer report – general fund is now at Midland, fund has been closed at Municipal. Requesting executive session
Mayor requested executive session to not come out to do business. Alderman Metz made motion to go into executive session, Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.
