The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.
ROLL CALL
Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope. Aldermen Metz and Cook were absent.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Rehmer made a motion to approve the minutes of the September 4, 2018 council meeting. Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.
APPROVAL OF THE BILLS
The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.
CITZEN FORUM
Romana Steele – client advocate for Harbor House, October is Domestic Violence month we would like to place the purple ribbon on the trees for awareness (or a purple sign where allowed). Ribbons will be removed at the end of the month. Ribbons can be placed on any city poles, trees on the city streets, etc. Alderman Rehmer made motion to approve, Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.
Janine Loftus – Main Street Momence monthly update – discussed award winners. Bordertown Hauntings set for October 27, requesting City Hall to pass out candy. Requesting use of City Hall for Santa during the Christmas Gathering – Christmas Around the World.
Evan Gavin – wireless xl broadband – provides high speed internet access – one price increase in 13 years. Interested in bringing in high speed internet to city government, water/sewer in exchange for use of our water tower (placing an antenna on the water tower). This would be a public net connection. Business customers take precedence, 24 hr availability. Working with 57 sites, anything tall works for the antennas. 2ft – 3ft dish used to connect with another antenna in Grant Park. This would allow the city government, but certain areas residential customer could connect for a fee – average $76.00/month. Signal is not affected by weather. This will be added to the next meeting agenda to vote on.
ALDERMANIC REPORTS
1. Nova Metz- Discuss and vote on Water & Sewer Improvement Studies – Baxter and Woodman – improvement plans: 2 levels – visit the treatment plants which would be budgetary for the city to plan $25000.00. $50000.00 would be IEPA accepted level. Water - $25000.00, rate system 25000.00. Separate funds for each entity water and sewer. All are loan eligible costs except for the 1st one. Committee meeting will be necessary prior to the vote. 2. Nova Metz –Discuss and vote on Lions Candy Day Oct. 13th. Alderman Cope made motion to approve, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.
3. David Cook – Discuss and vote on recommendation from variance meeting, concerning 223 Willow Street. Alderman Rehmer made motion to approve, Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.
4. Rebekah Cope – Discuss and vote on Ordinance Authorizing the Execution of an Intergovernmental Agreement Between the City of Momence and the County of Kankakee, Ordinance #843. Alderman Salomone made motion to approve, Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.

MAYORAL REPORT
Call one contract is coming due for the phones, Ruder Tech is looking into lower price. New contract will be on the agenda for October 1.
Mayor requested to move into executive session to review executive minutes, employee compensation to come out and do business.
Alderman Rehmer made motion to move into executive session, Alderman Salomone seconded the motion with Aldermen Cope, Temple, Rehmer, Clark, Carbonaro and Salomone voting yes.

Alderman Rehmer made a motion to hire Officer MrJenovich to FT status according to the collective bargaining agreement. Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.
Alderman Salomone made motion to approve the release of the executive minutes, Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes.
Alderman Cope read the approved released executive minutes.
