Village of Manteno Public Works Committee met September 25.
Here is the minutes as provided by the committee:
Meeting was opened by Trustee Boyce at 7:00 a.m.
There was a quorum.
MOTION: A motion by Trustee Dole, second by Trustee Crockett to approve the minutes from August 28, 2018 meeting. Voice vote – Ayes: Boyce, Crockett, Dole, Martin, and Nugent Nays: None. Motion approved.

Discussion Items:
• ComEd Interior Light Replacement – The replacement of the lights to energy efficient lights will start next week. The Police Department, Community Center, Food Pantry and Village Hall are included. Mr. Hanley stated that the maintenance savings will be huge by having all LED lights throughout the buildings and also throughout the village.
• Lightning Prediction Update – The materials for the lightning prediction system are available for install. With the busyness at the school and village the project has not been started. Mr. Hanley hopes to start the project next week. Mr. Hanley has asked Kyle Bukowski about helping with the project.
• Square on Second –
o Jumping Pillow – The border is up along with mulch and lighting. The fencing has been installed with an additional gate that will be installed later. The pillow will not be available until after Oktoberfest. Signage will be installed with rules. Hours for use will be 10 am – 10 pm. There will be a shoe cubbie on the south side of the pillow. The area will be under video surveillance.
o Artificial Turf and Irrigation – The low proposal for the turf install was Earthworks by Lavicka for $27,250.00. The total cost with material and install will be approximately $50,000 - $52,000. The artificial turf will be installed the area around the zip line and rotating climber. Mr. Hanley also presented a cost of $6,500 to have the area that is not artificial to be irrigated. Life expectancy of the artificial turf is 5-10 years. Mayor Nugent asked if there is a better product that is available that will wear better. Trustee Martin feels that this product will work for the village’s needs. The committee recommended to approve the turf install, it will be placed on the next Village Board meeting for approval.
o Fountain and Fireplace– The material for the fountain will be here next week. The contractor for the install has been notified. Village personnel will pour the seven foot by seven foot foundation. The stamped concrete will be hired out.
• Street Light Request – west end of Marquette Dr. – This is a dead end street. Sgt. Skelly brought this area to the attention of the Public Works department. Neighbors had complained about a car parking in the darkened area. The village does have an alley easement on the west edge of the area. Mr. Hanley presented a solar powered street light for an approximate cost of $5,000. Mr. Hanley will talk to ComEd to see if there is power to this area, if we have power there an electrical street light is preferred. Mayor Nugent stated that the State Bank of Herscher owns 2.5 acres along Cypress that goes near the ComEd power lines and is willing to give the land to the Village for closing costs. The property touches Lucille Thies Park but does not touch Division Street.
• North Swale and Path Update – KVCC was awarded the bid for project. The contract bid books have been submitted just waiting on insurance. Tyson will do the staking later this week. Construction could start next week. A notice will be given to all neighboring residents about the project. Completion date is scheduled for 5/31/2019. There are a couple of garden boxes that will be moved as they are in the easement area. Mr. Aggen stated that there may be a Comcast conflict near Lot 9. A meeting was setup for last week, but Comcast did not attend. Messages have been left with Comcast. Mr. Aggen reminded the committee that a small portion of sidewalk will be removed near Cypress & Division as part of this project. Users of the path will be encouraged to cross at the traffic light at South Creek.
• Pond Rehab – The bid opening will take place on Thursday, September 27th. Five companies have picked up the bid packages. Phase one has a completion date of 12/1/18 and Phase 2 has a completion date of 7/3/19.
• Misc. –
o Rock Creek Park wild flower area – IDOT and Pheasants Forever are recommending a controlled burn in this area. An EPA permit is required for the burn. Midewin is interested in using it as a training session. The fire department has been contacted and nearby residents will be notified. The burn will take place in November or December.
o Oktoberfest – Personnel have been preparing Main Street for the festival. The sidewalks have been power washed, the stamped concrete has been sealed and the curbana’s have been removed.
o Mayor Nugent asked about placement of an arched sign for the Square on Second. Mr. Hanley stated it would be placed on the east side of the sidewalk. A walk through will be completed before placement of this sign and the block monument sign are completed.
o The Village may see a change in traffic patterns when the new I-57 interchange opens. The cameras on I-57 can be used to get daily car counts. Mayor Nugent stated that the traffic will probably increase on the frontage as vehicles use that road to get to the interchange. Mr. Aggen stated a traffic impact study could be completed on the frontage road.
Motion by Trustee Boyce, seconded by Mayor Nugent to adjourn meeting at 8:05 a.m. Voice vote: all ayes, no nays.
