Momence City Council met Nov. 15.

Here is the minutes provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Cook made a motion to approve the minutes of the October 1, 2018 council meeting. Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Clark, Rehmer, Temple and Cope voting yes. Alderman Metz passed.

APPROVAL OF THE BILLS

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment with the correction of the Verizon bill line item 10-43-93-12 to $159.87. Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

CITZEN FORUM

1. Christine Larson – Ordinance for Chickens has had chickens, was not aware of the ordinance against chickens. She is aware that this has been brought up in the past, that the citizens are asking for this ordinance to be lifted. Hens are very quiet, not asking for roosters which are noisy. The smell is contained as long as cleaned up after. Coyotes are more attracted to garbage and small animals. As long as the chickens are well contained, there is no more attraction to coyotes etc. coming after them. Chickens are more humane. There are other municipalities have passed this ordinance. Chicago is an example along with Champaign, Springfield, Kankakee and Bartlett.

2. Jenene Loftus – October Mainstreet monthly update looking for permission to use the city chambers for the magic show on October 27 and for the Christmas gathering for Santa. The results of 2018 fiscal year was given. Alderman Rehmer made motion to approve the use of city hall for Bordertown Hauntings and Miracle on Washington Street to Mainstreet. Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

ALDERMANIC REPORTS

Jake Salomone – BF meeting Monday, November 5 7:15 PM. He also advised that he and Alderman Cope are working on a social media ordinance

Alderman Rehmer requested executive session for personal issues to come out and do business.

Treasurer report – the audit will be wrapped up soon, there are some questions on the CDs. MFT is coming up soon, will be next month.

Department Heads –

MAYORAL REPORT

1. Discuss and Vote on Downtown Sound System – working with Nancy Porter and Ted Peterson. Pro Comm has quoted 12,491.00. Ted has secured half of the funds through Van Drunnen Farms. Looking for the authorization to move ahead with the project, would like to approve up to half of the funds. Alderman Cope made motion to approve, Alderman Carbonaro seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

2. Meeting for water and sewer – quick meeting to discuss Baxter Woodman, they were asked to not come. Mark was in touch with USDA that will help with fees/grants. More to come.

Alderman Rehmer made motion to go into executive session to come out to do business. Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Adjourned into executive 8:03 PM

Re-entered regular session 8:20 PM

Alderman Cook made motion to approve authorization to hire 1 full – time officer. Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Metz made motion to adjourn, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Meeting adjourned at 8:21 P.M.
