Here is the minutes provided by the board:

The meeting of the Kankakee County Board, Kankakee, Illinois, held on May 14, 2019, pursuant to the adjourned meeting of September 11, 2018, was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Mr. Kinzinger, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Mr. LaGesse, Mr. Olthoff, Mrs. Polk, Mr. Snipes, Mr. Sirois, Mr. Liehr, Mrs. Webber, Mrs. Peters, Mr. Payton, Mrs. Parker, Ms. Dunbar, Mr. Ritter, Mr. Kinzinger, Mr. Fairfield, Mr. Zenz, Mr. Carrico, Mr. Ekhoff, Mr. Smith, Mr. Swanson, Ms. Zuccollo, Mr. Fetherling, Mr. Wheeler

Members Absent - Mr. Washington, Jr., Mr. Hess, Mr. Tholen, Mr. Byrne, Ms. Haas, Mr. Dunnill

Public Commentary -

Barbara Prather with GWRRA, Illinois's assistance district MAP coordinator, spoke regarding motorcycle awareness month.

Rosalie Riegle from Evanston, IL and Margaret Feit Clarke from Skokie, IL spoke against having ICE detainees held at Jerome Combs Detention Center.

Julia McDonald spoke on behalf of Connect Kankakee against having ICE detainees.

Mr. Fairfield made a motion to extend public comment for 5 minutes. Mr. LaGesse seconded the motion. Motion carried by voice vote.

Deb Baron from Kankakee spoke regarding Project Sun which was to promote the behavioral health and well being of children in Kankakee County. She was in support of mental health awareness month.

Mr. Ekhoff made a motion to extend public comment for 3 minutes. Mr. Snipes seconded the motion. Motion carried by voice vote.

Ron Hanson from Bourbonnais spoke to encourage board members to speak out against legalization of recreational marijuana. He indicated that the Illinois Family Institute had ten reasons on their website to oppose legalizing recreational marijuana.

Communications - None

Presentations -

A proclamation was read Declaring May as Motorcycle Awareness Month. Mr. Zenz made a motion to approve the proclamation. Mrs. Polk seconded the motion. Motion carried by voice vote.

A proclamation was read in Recognition of Mental Health Awareness Month. Mr. Carrico made a motion to approve the proclamation. Mr. Liehr seconded the motion. Motion carried by voice vote.

Mrs. Webber thanked Kelly Bylak, Executive Coordinator, for her dedication and hard work and presented her with flowers.

Anita Speckman, County Administrator and Steven McCarthy, Finance Director gave a presentation regarding the Illinois Municipal Retirement Fund (IMRF).

Ms. Dunbar made a motion to recess for about 10 minutes until live feed was back up. Mr. Ekhoff seconded the motion. Motion carried by voice vote.

Mr. Olthoff on return from recess was absent.

Minutes of the Last Meeting

The minutes of the April 9, 2019 were submitted to the County Board for approval. The reading of the minutes was waived. Mr. LaGesse made a motion to accept the minutes. Mr. Fetherling seconded the motion. Motion carried by a voice vote.

Claims Committee Report

A motion to approve the claims reports from March 2019 were made by Mr. Ritter and seconded by Mr. Fairfield. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Department Reports

The department reports were read and accepted on the motion of Mr. Fairfield and seconded by Ms. Zuccollo. Motion carried by a voice vote.

Executive

Mr. Zenz made a motion to waive the reading and adopt the resolution Authorizing the County Board Chairman to Sign an Agreement with CSL Behring as Related to Road Usage Along Route 50 (80). Mr. Kinzinger seconded the motion. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Mr. Ekhoff made a motion to waive the reading and adopt the Resolution Authorizing the County Board

Chairman to Sign A Letter of Understanding with the Illinois Department of Transportation Regarding Permit Application L-16410, Illinois Route 50 And CSL Behring/Lowe's Entrance (81). ). Mr. LaGesse seconded the motion. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Planning Zoning and Agriculture

Mr. Payton made a motion to waive the reading and adopt the resolution Purchase of Service Agreement with SHOWBUS (82). Mrs. Peters seconded the motion. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Finance

Mr. Carrico made a motion to waive the reading and adopt the resolution Authorizing the County Board Chairman and County Sheriff to Sign a Grant from the Substance Abuse and Mental Health Services Administration for the Drug Court Program (83). Mr. Liehr seconded the motion. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Mr. Swanson made a motion to waive the reading and adopt An Ordinance Establishing Civil Fees and

Criminal and Traffic Assessments to be Charged by the Clerk of the Circuit Court (84). Ms. Dunbar seconded the motion. A roll call vote was taken with the motion passing 18 ayes to 3 nays (Mr. LaGesse, Mr. Ekhoff, Ms. Zuccollo). Motion carried.

Mr. Liehr made a motion to waive the reading and adopt Amendments to the Combined Annual Budget and Appropriation Ordinance for Kankakee County, Illinois 2018-2019 Fiscal Year (85.) Mr. Payton seconded the motion. A roll call yote was taken with the motion passing 21 ayes to 0 nays. Motion carried.

Mr. Ekhoff made a motion to waive the reading and adopt 2017 United Healthcare Rebate Disbursements. Mr. Fetherling seconded the motion. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Highways & Buildings

Mr. Fetherling made a motion to waive the reading and adopt the Concurring Resolution (86). Mr. Payton seconded the motion. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Mr. Ekhoff made a motion to waive the reading and adopt the Resolution Authorizing the County Board Chairman to Sign Local Agency Agreement For Federal Participation and Appropriating Matching Tax Funds for Resurfacing County Highway I (87). Mrs. Peters seconded the motion. A roll call vote was taken with the motion passing 21 ayes to ( nays. Motion carried.

Mr. Fetherling made a motion to waive the reading and adopt the Adoption of the Kankakee County Badge

Policy. Ms. Dunbar seconded the motion. Motion carried by voice vote.

Executive Session

Mrs. Parker made a motion to enter executive session at 10:50 a.m. for the purpose of semi-annual review of closed meeting minutes 5 ILCS 120/2(c)(21). Mr. Swanson seconded the motion. A roll call vote was taken with the motion passing 21 ayes to O nays. Motion carried.

Mr. Ekhoff made the motion to exit executive session at 11:00 a.m. Ms. Zuccollo seconded the motion. Motion carried by a voice vote.

Mr. Wheeler stated there were no executive session minutes to be released at this time because of pending litigation.

NEW BUSINESS –

Graeme Quinn, Assistant State's Attorney, had accepted a position working for the Attorney General's Office in downtown Chicago.

Adjournment

Mr. LaGesse made the motion to adjourn the meeting at 11:10 a.m. Ms. Dunbar seconded the motion. Motion carried by a voice vote.
