Village of Bradley Village Board met July 8.

Here is the minutes provided by the board:

CALL TO ORDER 

The regular meeting of the Bradley Village Board was called to order on Monday, July 8, 2019 at 6:30 p.m. at the Bradley Municipal Hall. Mayor Watson presided. Roll call: Trustee's Redmond, Barber, LeBran, Westphal, Billingsley and Watson were all present.

AGENDA 

Trustee Redmond made a motion to have R-7-19-1 & 2 removed off the Agenda. It failed as there was no second motion. A motion was made to approve the Agenda by Trustee Lebran and seconded by Trustee Billingsley. (5 ayes 1 nay-Trustee Redmond) Motion carried

PRESENTATION OF MINUTES 

A motion was made to approve the Regular Board meeting minutes for June 24, 2019 by Trustee Billingsley and seconded by Trustee Redmond (6 ayes O nays) Motion carried

PRESENTATION OF COMMUNICATION 

There was none

NEW BUSINESS SPOTLIGHT

PRESENTATION OF PETITIONS

PUBLIC COMMUNICATIONS

1. Steve LaGesse 1396 Marla Terrace Bradley, IL spoke in regards to being billed by Republic and sent to collections and he does not use their services. 

2. Tari Roselius 315 E 4th Clifton, IL spoke in regards to the current situation with the Bradley Fire Department and she was requesting formation of a specialized committee to address issues the Fire Department is facing.

PRESENTATION OF BILLS AND ACCOUNTS 

A motion was made by Trustee Lebran and seconded by Trustee Watson to pay all bills and accounts. (6 ayes O nays) Motion carried.

REPORT OF SPECIAL COMMITTEES 

Chairman Smith of the Planning & Zoning Commission stated they are continuing into there next meeting, which is August 6, 2019.

REPORT OF STANDING COMMITTEES PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE PARKS/COMMUNITY EVENTS

Terry Memenga spoke in regards to Acting Out Theater July 12, 13 & 14- Lil's Park.

A motion was made by Trustee Billingsley and seconded by Trustee LeBran to approve the 50/50 Curb & Sidewalk bid from Davis Concrete Construction for $98,408.00.

Terry Memenga spoke in regards to his crew putting in extra time for storm recovery. Clean up is 60% complete and will continue next week.

PUBLIC SAFETY: FIRE & POLICE 

Dave Slazinski of the IFCA gave a pinpoint presentation of a sample performance analysis, this is what will be done for the Bradley Fire Department.

R-7-19-1 a Resolution Authorizing acceptance of Performance Analysis Proposal from the Illinois Association of Fire Chiefs.

A motion was made to adopt R-7-19-1 by Trustee LeBran and seconded by Trustee Billingsley (6 ayes O nays) Motion carried.

R-7-19-2 a Resolution Approving Intergovernmental Agreement (Shared Employment)

A motion was made to adopt R-7-19-2 by Trustee LeBran and seconded by Trustee Westphal (5 ayes 1 nay Trustee Redmond) Motion carried.

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES

There was none

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING 

Chief Johnston spoke about the purchase of 6 tablets from Verizon at little to no cost for the to the Village for the Board members if they are interested.

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT 

0-6-19-4 an Ordinance approving a site Development Plan and granting a Zoning Variance for certain property located within the Corporate Boundaries of the Village of Bradley Kankakee County, Illinois (P.I.N.: 17-09-28-303-001) (2nd reading)

A motion was made to adopt 0-6-19-4 by Trustee Redmond and seconded by Trustee Billingsley (6 ayes O nays) Motion Carried.

ADJOURNMENT A motion was made by Trustee Billingsley and seconded by Trustee Westphal to adjourn the meeting. The meeting was adjourned at 7:30 p.m. on a unanimous aye vote.
