Village of Manteno Village Board met Oct. 21.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Gesky seconded by Dole, to waive the reading of the minutes and approve the Regular Board Meeting minutes of October 7th, 2019 as presented by the clerk.

Motion approved: 5-0 Boyce absent

Reports of Village Officials:

Village President’s Report: Timothy Nugent

There will be a half marathon in the Village this Saturday, Oct 28th. The route will be through Manteno starting at the Sportsman Club at 7:00 am to conclude at 10:00 am at Steam Hollow Brewery. There is expected to be 200 runners. The Village does not plan on closing down any streets, but we ask all residents to please pay attention for these runners and drive safely. Village Administrator’s Report: Chris LaRocque

Mr. LaRocque is on vacation this week.

Public Works and Utilities: Trustee Boyce absent, covered by Trustee Martin

• Consideration RE: A motion to approve the acceptance of a Grant of Permanent Utility Easement from Martin Empire, LLC for vacant property located along South Cypress Street, Parcel #03-02-33-300-012 (part of)

• Consideration RE: A motion to approve the acceptance of a Grant of Permanent Utility Easement from Dietrich Properties I, LLC for vacant property located along South Cypress Street, Parcel #03-02-33-100-003 (part of)

These two easements are part of the continuation of our co-operation with Aqua, Illinois to secure the needed easements along properties on South Cypress Street to facilitate the installation of water and sewer mains, which are a critical infrastructure element to promote development in that area.

Parks and Recreation: Trustee Martin

Nothing on the agenda tonight.

• Jim Hanley gave an update on Jacobs Park. We are looking at the playground equipment. It is the last park in the Village that has not been updated

• Saturday October 26th there will be a half marathon in the Village which will benefit Harbor House to fight Domestic Violence. Will start at the Sportsman Club at 7:00 am and end at the Steam Hollow Brewery at 10:00 am.

• Mayor commented we are getting questions on what the Village will do with the new space at Square on Second (space where apartment building was demolished). The Village currently has no immediate ideas but welcomes input from the residents to submit what they would like to see there.

Public Safety and Health: Trustee Dole

Nothing on the agenda tonight

• Safety tip- We have had some car burglaries in town, so a reminder to all residents to lock your cars at night (do a 9 pm check) and take all valuables out of the car.

• Halloween hours will be 5-7 pm. Turn your porch light on if you want to give out candy

o Bring a flashlight when trick or treating

o Stay in a familiar neighborhood

o Put reflectors on your costumes

o Only accept sealed or wrapped candy

o Motorist: Pay attention, drive safely and watch for children trick or treating

• November 2nd – Turn back clocks one hour

Planning and Zoning: Trustee Crockett

• Ordinance 19-20 - An Ordinance granting a variance from Title 9, Zoning, Chapter 10, Specialty Districts, Article Number, C-4(A)5, Premises Signs, Number Allowed, in FB-1 Zoning, for the property located at 74 North Oak Street, Manteno, Illinois

• Ordinance 19-21 - An Ordinance granting a Special Use Permit from Title 9, Zoning, Chapter 10, Specialty Districts, Article Number, C-3-2(B), Automotive Repair, in FB-1 Zoning District, for the property located at 370 South Locust Street, Manteno, Illinois. This request for a special use permit to allow auto repair service at 370 S. Locust was presented at the last Planning Commission meeting. After discussion and a public hearing, the Commission is recommending approval of the special use permit for the repair facility

Finance: Trustee Gesky

• Payment of bills $180,926.11 includes TIF #1- $7,503.00 and TIF #3 $53.50 Bills authorized between Board cycle: $0

• Consideration RE: A motion to receive and place on file the Village annual audit prepared by Smith, Koelling, Dykstra & Ohm for Fiscal Year ending April 30, 2019.

• Consideration RE: A motion to receive and place on file the Annual TIF Reports for Fiscal Year ending April 30, 2019.

• Consideration RE: A motion to receive and place on file the Annual Treasurer's Report for Fiscal Year 2018-2019 and authorize its publication.

Each year the Village has our financial system audited by an outside firm to ensure policies and procedures are strictly followed. They also review those policies and procedures to determine if any changes should be made to keep the system accurate and transparent. Along with the audit, staff prepares and files the TIF report and Treasurers report. These are required to be filed annually by the State of Illinois and serve as an official accounting of the disbursements of respective funds.

The next Finance meeting will be held Wednesday 11/13/2019, at 7:00 am at the Village Hall Conference Room.

General Government: Trustee Phillips absent

Motion by Dole seconded by Crockett to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda as identified by the Village President
