Village of Grant Park Village Board met Oct. 7.

Here is the minutes provided by the board:

6:30PM Meeting Called to Order/ Pledge

Roll Call was taken, all members present

*Motion to approve minutes from previous 9/16/19 meeting

Motion: Morgan 2nd: Wiedl Motion Carried 5-0-1 Dickson Abstaining (Altering the agenda)

Chief Frey read a prepared statement presenting a “Life Saving Award” to Officer Roger Novak, who responded to an accident involving a teenager, for his involvement helping him until the ambulance arrived. Brian Kauffman and Kyle Timmons were also recognized for their assistance. Tim Markland also gave a plaque to Officer Novak, thanking him, and all involved in the call.

Public Comments: Tim King, representing the Hitchcock Group gave a presentation compiling the information gathered from recent resident surveys. The presentation gave a preliminary summery, preliminary analysis of the information, regional positioning plan, objectives, opportunities, marketing facts, S.W.O.T analysis, marketplace framework, observations, opportunities, development improvements, with a near, 3, 5 year objectives to be implemented.

He suggested that the Board meet to discuss a more detailed outline, and then meet with the Hitchcock Group in a month or so, to formulate a plan.

*Motion to approve Bills for Payment: <9/30/19 General Fund $110.00, <10/04/19 General Fund $25,956.23, Sewer $1,546.01, Festival Fund $1,639.14, <9/21/19 Payroll $16,520.77, <10/04/19 Payroll $6,375.00

Departmental Reports:

Clerk Dillman: no report

Streets & Alleys, Veldhuizen:

*Motion to approve the Village of Grant Park become a member of I.P.W.M.AN. for an annual fee of $100 

Motion: Veldhuizen 2nd: Dickson Motion Carried 6-0-0

*Motion to amend MFT Maintenance program to include hot mix & reduce cold patch

Motion: Veldhuizen 2nd: Morse Motion Carried 6-0-0

Sewer & Garbage, Morgan: no report

Building & Grounds, Morse:

*Motion to approve Trick & Treat hours for Thursday 10/31/19 4-7PM

*Motion to approve the band “Just Roll with It” for $500 for the Cabin Fever Releiver event

Motion: Morse 2nd: Dickson Motion Carried 6-0-0

Motion to approve Windows 10 upgrade & new hard drive for VH computer not to exceed $200

Motion: Morse 2nd: Morgan Motion Carried 6-0-0

Ordinance & Insurance, Wiedl: no report

Law Enforcement, Coats: no report

Pres Roth:

*Motion by Pres. Roth to approve TIF Advisor Stern Bros. to 2019 contract

Motion: Roth 2nd: Morgan Motion Carried 6-0-0

Discussion was held on in the near future of transferring the leadership of the Grant Park Youth Commission from the Village, to the Grant Park Foundation. The Youth Commission asked that it be delayed for a month or so, as they are looking in to a few areas of concern, such as insurance to be finalized. Pres. Roth stated their funds will be transferred when an account is established in their name. All was agreed to.
