MOTION: A motion by Mayor Nugent, second by Trustee Dole to approve the minutes from November 26, 2019 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

Discussion Items:
• MFT Update – Mr. Hanley and Mr. Aggen prepared an estimate of potential MFT funds available for use on the MFT Maintenance program. They also prepared a rated list of possible street projects with probable cost of construction.
One area of concern is Walnut Street between Third and Fifth Streets, where the semi’s come to the Manteno Elevator. Trustee Martin has spoken to a representative at the elevator that stated they may be willing to help with repairs. Mr. Hanley will contact the elevator to see if they are willing to contribute to the cost of repair.
Mr. Hanley toured the village with Senator Sims and IDOT last week. Discussion with them involved the extra truck traffic that comes from Joliet and travels east and the staged repair of our I-57 overpass.
Mr. Hanley stated that the monies from MFT will limit on which roads can be repaired. Mr. Hanley and Mr. Aggen will work on the combination of “7’s” to make the best use of funds.
• Winter Maintenance Update – Mr. Hanley announced that he has 100 tons of salt on order. All equipment is ready for the winter snow.
• Equipment Planning Update – The Village Board at last night’s board meeting approved the purchase of a new John Deere tractor and two new Kubota mowers.
• Legacy Concession/Washroom Building – Mr. LaRocque stated that Mr. Aggen had talked to the state concerning a grant possibility for this building. Mr. Aggen had stated earlier that 60% of the project must be a recreational component. This project would not qualify. Trustee Gesky asked about excavating to make the sledding hill and have a fishing area with a handicap pier. Mayor Nugent stated that the chances to obtain a grant is small and to adjust our plans just to see if we can obtain one may not be the way to go. This could put the project another year behind. Manteno Township will bond for their portion of the project. Mayor Nugent suggested that all projects need to be prioritized. Mr. LaRocque will finalize the list of village projects that he has been working on and present at the next Finance Committee meeting.
• Ice Fishing on Ponds – The Village owns and maintains three (3) retention ponds. We have signage at all ponds that states we do not allow ice fishing. Our insurance carrier loss prevention representative encouraged the village to place signage not allowing. With no ordinance, the village can ask people to leave, but no fine can be issued. Mr. LaRocque will contact the Village Attorney to prepare an ordinance.
