City of Momence City Council met March 2.

Here is the minutes provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope. Alderman Cook was absent.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Salomone made motion to approve the minutes of the February 17, 2020 council meeting. Alderman Rehmer seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

APPROVAL OF THE BILLS

The bills were discussed at tonight's Budget and Finance Committee Meeting.

Alderman Salomone made motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

CITZEN FORUM – Off the Vine – requesting closure of E Washington Street from alley to Locust Street on June 20th, July 18th, August 22nd, Sept 5th from noon to 11:59 PM, 2020 for street party.

Alderman Rehmer made motion to approve, Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

OLD BUSINESS – Alderman Salomone, census update – response can take place in several languages. Options for responding are available, spots are still available for census takers.

ALDERMANIC REPORTS –

1. Rebekah Cope – Facade Grants – Mainstreet used to run this program, Alderman Cope is asking if the council would like to take this over. Donors took away the funding from Mainstreet. 7500.00 per year, possibly 3 recipients per year who must have 50% of the cost up front. Ordinance will be coming.

2. Rebekah Cope- Discuss and Vote on Brick Purchase, quote received from David Cook for 11579.00 for the West side of Washington. It was suggested because the money is in the budget for this year. The install can wait until the following year. Alderman Cope made motion to approve, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

2. Alderman Salomone – BF meeting March 16 7:15 PM

3. Alderman Metz – April 18th, softball high school tag day at the 3 corners (Second and Dixie, Washington and Dixie, Rt 1 and Dixie) 8am – noon. Alderman Metz made motion to approve, Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

Alderman Metz – citizens calling about 5th/Walnut. There is a stop sign for East/West. Citizens are looking for a yield/stop sign going North and South. Scott suggested stop sign, this will require an ordinance.

Alderman Metz – did apartment building pass – Mayor indicated no; funding was not acquired.

The zoning could be reverted back to original if nothing is done within a year and a half.

Alderman Rehmer – requested executive session to discuss compensation of public body possibly to come out to do business.

Treasurer report –

Department Heads – Chief Brucato – hired part-timer Troy Jacobson, Scott – working on grading alleys

MAYORAL REPORT – looking for what fees for business licenses, looking for input from Alderman. 50.00 per year is a possibility. Alderman Salomone, possible exceptions - home businesses, etc. Possibility of changing price depending on type of business? Proof of insurance, listing of goods and services, etc. Mayor is looking for something across the board, hoping to attract new businesses.

Alderman Rehmer made motion to move into executive session. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

Moved to executive session 7:54 P.M.

Returned from executive session 8:05 P.M.

Alderman Rehmer made motion to increase the police department part-time record clerk salary by.25/hour.

Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

Alderman Metz made motion to adjourn. Alderman Carbonaro seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes.

Meeting adjourned at 8:06 PM
