Village of Bradley Village Board met March 23.

CALL TO ORDER 

The regular meeting of the Bradley Village Board was called to order at 6:30 p.m. at the Bradley Municipal Hall. Mayor Watson presided. 

Roll call: Trustee’s Redmond, LeBran, Westphal, Billingsley, Tieri and Watson.

AGENDA 

Mayor Watson added Mayoral comments under Public Communication. Mayor also removed item R-3-20-4 from 8 C (2) Mayor Watson also added Mayoral comments under Public Communication.

PRESENTATION OF MINUTES 

A motion was made to approve the updated Regular Board meeting minutes for March 9, 2020 by Trustee Redmond and seconded by Trustee Billingsley (5 ayes 0 nays1 abstain Trustee LeBran) Motion carried.

PRESENTATION OF COMMUNICATION

NEW BUSINESS SPOTLIGHT

PUBLIC COMMUNICATIONS 

Mayor spoke on behalf of COVID-19. Memo will be posted on the website. Mayor also advised that all sewer billing will be waived until May due to the COVID-19. Terrance Gregory of 1506 Wingo Bourbonnais, IL emailed the Village of Bradley and wanted to know when will the Village purchase new Firefighters and how many? Sherri Warren of 342 S Fulton Bradley, IL emailed the Village of Bradley and wanted to know what will the Village use increased sales tax dollars on and if The Village of Bradley will be adding more firefighters or a Fire Station? Administrator Catherine Wojnarowski thanked the Village of Bradley staff for hosting the meeting tonight and helping get everything set up smoothly.

PRESENTATION OF BILLS AND ACCOUNTS 

A motion was made by Trustee LeBran and seconded by Trustee Billingsley to pay all bills and accounts. (6 ayes 0 nays) Motion carried.

REPORT OF SPECIAL COMMITTEES There was none

REPORT OF STANDING COMMITTEES PUBLIC WORKS: STREETS, UTILITIES, SEWER, INFRASTRUCTURE (Billingsley) 

A motion was made to approve R-3-20-2 a Resolution Authorizing An Intergovernmental Agreement Between The Village Of Bradley, Kankakee County, Illinois, And The Illinois Department Of Transportation For The Purposes Of Resurfacing State Route 45/52 And Other Associated Work by Trustee Billingsley and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried. A motion was made to approve R-3-20-3 A Resolution Appropriating Funds For The Resurfacing Of State Route 45/52 Within The Corporate Boundaries Of The Village Of Bradley, Kankakee County, Illinois by Trustee Westphal and seconded by Trustee LeBran (6 ayes 0 nays) Motion carried.

PARKS/COMMUNITY EVENTS (Westphal) 

There was none

PUBLIC SAFETY: FIRE & POLICE (Tieri) 

Per Trustee Tieri the March minutes will be posted on the website.

A motion was made to waive 2 readings for O-3-20-3 An Ordinance Reducing The Funds Of The Bradley Police Department By Abolishing The Department’s Dispatch Center And All Police Dispatcher Positions by Trustee LeBran and seconded by Trustee Billingsley (6 ayes 0 nays) Motion carried.

O-3-20-4 An Ordinance Regulating Parking Along US Route 45/52 Within The Corporate Boundaries Of The Village Of Bradley, Kankakee County, Illinois (1st Reading)

ADMINISTRATION: INSURANCE, FINANCE, HUMAN RESOURCES (LeBran)

O-3-20-1 An Ordinance setting employee salaries and repealing Ordinance No. O-6-17-2, which pertained to salary and benefits. (2nd reading will be April 13, 2020)

O-3-20-2 An Ordinance Amending Section 2 (Administration), Article III (Officers and Employees), Division 1 (Generally), Section 2.111, Personnel Policy Handbook for the Village of Bradley, Kankakee County, Illinois (2nd reading will be April 13, 2020)

INFORMATION TECHNOLOGY/INNOVATION/PERFORMANCE IMPROVEMENT: IT, COMMUNITY OUTREACH, MARKETING (Redmond) 

KCCVB had made a request for Zagster Bike renewal. The Board would like to meet with KCCVB at the April 30th meeting to discuss further.

COMMUNITY DEVELOPMENT: CODE ENFORCEMENT, PLANNING & ZONING, ECONOMIC DEVELOPMENT (Watson)

There was none

NEW BUSINESS Mayor Watson personally thanked the community and Village of Bradley staff for all of their help and support on the Tax Referendum and it’s passing.

ADJOURNMENT 

A motion was made by Trustee Billingsley and seconded by Trustee Westphal to adjourn the meeting. The meeting was adjourned at 7:16 p.m. on a unanimous aye vote.
