Kankakee County Highways and Buildings Committee met March 12.

Here is the minutes provided by the committee:

1. Call to Order

The meeting was called to order by the Committee Vice-Chairman, Mr. Kinzinger, at 9:00 a.m.

Quorum present.

2. Public Comment

None

3. Approval of Minutes: February 13, 2020

Mr. Hess made a motion to approve the minutes, and Mr. Fetherling seconded it. Motion carried with a voice vote.

Ms. Polk made a motion to amend the agenda and complete the MFT Letting Procedure to the top for Mark Rogers to discuss, and Mr. Eckhoff seconded. Motion carried with a voice vote.

4. Highways – Mark Rogers

• Bidding and Letting

None

• County Engineer’s Pay Estimates

Mr. Rogers reviewed and read the County Engineer’s Pay Estimates with the committee.

Mr. Long made a motion to approve the pay estimates, and Mr. Dunnill seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting Aye were: Mr. Kinzinger, Mr. Hess, Ms. Polk, Mr. Snipes, Ms. Haas, Mr. Fetherling, Mr. Ekhoff, Mr. Carrico, Mr. Dunnill, Mr. Long, Mr. Kerkstra and Mr. Wheeler

• Resolutions

There were no resolutions

• MFT Letting Procedure

Mr. Rogers stated that he would no longer be publishing the estimate. Mr. Rogers wanted to bring it to the committee as to whether they would agree to not publish the estimate.

Mr. Fetherling stated that he agrees that it shouldn’t be published.

Mr. Rogers stated that the estimate will still be available to the board for the bid opening.

Mr. Wheeler asked if there was any liability to not publishing an estimate.

Mr. Rogers stated that he is comfortable with not publishing. The Committee agreed.

Mr. Wheeler asked about the salt purchase. 

Mr. Rogers advised that we have a full shed of salt and there will be a decision to renew or rebid. Typically, salt needs to be ordered by April 15th

5. Buildings - Wes Andrews

Mr. Andrews discussed and reviewed the monthly reports with the committee.

• Facility Dude Report

There were 132 work orders in the month of January.

• Financial Report

Mr. Andrews reviewed the financial report with the committee. 

Mr. Andrews stated that Animal Control building repairs will be included in the next report.

Mr. Wheeler asked if that will be retro. Mr. Andrews confirmed.

• Addition of Swipe Card Access – 5th Floor Admin Building

Mr. Andrews stated that there will be a swipe access added to the 5th floor admin office. This will eliminate keys being distributed and not returned. The card can be deactivated remotely. The cost to add this is about $1100.00

Mr. Hess made a motion to approve, and Mr. Snipes seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting Aye were: Mr. Kinzinger, Mr. Hess, Ms. Polk, Mr. Snipes, Ms. Haas, Mr. Fetherling, Mr. Ekhoff, Mr. Carrico, Mr. Dunnill, Mr. Long, Mr. Kerkstra and Mr. Wheeler

• Contractor Selection for Courthouse Steps/Monument Repairs

Mr. Andrews advised the committee that Bruno’s will be selected for the Courthouse repairs as their work will maintain the historic aspects of the building. The estimate was $19,382. This will be tied into the grant funds

Mr. Fetherling made a motion to approve Bruno’s as the contractor, and Ms. Haas seconded it.

Motion carried with a roll call vote of 12 ayes and 0 nays. Voting Aye were: Mr. Kinzinger, Mr. Hess, Ms. Polk, Mr. Snipes, Ms. Haas, Mr. Fetherling, Mr. Ekhoff, Mr. Carrico, Mr. Dunnill, Mr. Long, Mr. Kerkstra and Mr. Wheeler

• Bid Process for Sidewalks/Curbs/Asphalt at Courthouse

Mr. Andrews advised that the bids will be opened at the March 26th Finance Committee meeting.

Robinson Engineering will be engineering the project. We are going to publish in the journal March 12th and then open the bids on March 26th

The committee agreed.

• Building Report

Mr. Andrews advised that there has been extra cleaning within all the buildings. There are detailed cleanings within certain areas.

Mr. Andrews reviewed the report with the committee.

Mr. Andrews stated that he is going to shift gears on the approval of hiring a mechanic and hire an additional custodian in order to free up the mechanics availability and he can move people around more.

Mr. Fetherling asked if there was hand sanitizer being put around the building.

Mr. Andrews stated that he is working on finding sanitizer to install within the building.

7. New Business

Mr. Wheeler stated that the best source for Coronavirus information will be the Kankakee County Health Department and their website is updated with the proper information.

Mr. Wheeler stated that the county will be meeting with the Health Department in order to establish the proper protocols. Mr. Wheeler advised that we will need to act quickly.

Mr. Wheeler also stated that the courthouse ADA improvements have been in the works for 10 years and he thanked Mr. Andrews for the initiative to get this done and act.

9. Adjournment

Mr. Kerkstra made a motion to adjourn the meeting at 9:44 a.m., and Mr. Snipes seconded it.

Motion carried with a voice vote.
