Village of Manteno Public Safety Committee met July 8.

Trustee Dole called the meeting to order at 7:00 a.m.
A motion was made by Mayor Nugent, seconded by Trustee Dole, to approve the minutes of the June 10, 2020 as presented; motion carried by voice vote. All ayes, no nays.
Public Participation: None
Items for Discussion:
• Jasmine Silvani – Ms. Silvani has started a home-based business that offers chocolate covered strawberries. She is requesting consideration to allow her to sell wine sets to go with her boxed chocolate covered strawberries. ID’s would be required to make sure that purchasers are of age. Mr. LaRocque stated that he has checked with other communities and no other municipality has this type of business license. The liquor would be purchased from a distributor. Village Attorney suggested that a liquor category be established for this type of business. Mr. LaRocque will work with the Village Attorney to prepare an ordinance to establish another category of liquor license.
• Susan Townsend – Ms. Townsend presented a proposal about adding an at-home bakery ordinance. Ms. Townsend presented a packet of information concerning her business Creative Confectionery and Cookie Boutique. The State of Illinois has a law intitled the “Cupcake Law”, but the local municipality must also adopt an ordinance to allow for selling of baked goods from a residence. There is a limit of $1000 per month of gross sales. Sales Tax would be 1%. Mayor Nugent would like to have more research completed before any decision is made.
• FBI Taskforce – Chief Swinford was made aware of an investigative FBI taskforce that would use local detectives to work on big cases. A proposal was given to Chief Swinford by an FBI agent. (see attached) The Eastern Illinois Safe Streets Task Force is located in Urbana, comprised of a six-county region. The police department would be asked to “donate” a certain amount of time by one of the detectives to work on certain cases. There is full time (2-days a week) and part-time positions. The full-time position is already filled by Bradley Police Department. The part-time position does not have a time requirement nor a commitment of length of time in the program. It would also give the department access to other resources that the department might not normally have access to. Chief Swinford presented a Memorandum of Understanding. Chief Swinford is in favor of trying the program.
• Significant Case Update – Detective Sgt. Prophet prepared an overview of a few significant cases that was presented by Chief Swinford. Chief Swinford stated that domestic violence calls have increased with the COVID-19 quarantine.
A motion by Trustee Dole and seconded by Mayor Nugent to adjourn the meeting at 7:30 a.m. Voice vote – all ayes.
