Kankakee County Criminal Justice Committee met May 13.

Here is the minutes provided by the committee:

1. Call to Order

The meeting was called to order by the County Board Chairman, Mr. Wheeler at 7:30 a.m.

Mr. Hess confirmed that he would give the chair to Mr. Wheeler.

2. Public Comment

None

3. Approval of Minutes: March 11, 2020

Mr. Long made a motion to approve the minutes, and Mr. Byrne seconded it.

Motion carried with a voice vote

4. Judicial – Chief Judge Michael Kramer

• Update on resuming Normal Operations at the Courthouse

Judge Kramer updated the committee on the operations at the courthouse. There have been only emergency cases in the courthouse, while some cases have been handled remotely.

He would expect to resume normal business to begin June 1st, but he will keep the committee updated.

Due to the closing, there is a backlog and the number of cases will be higher than normal.

Judge Kramer thanked the IT department, Kevin Duval and Jason Shane for setting up the courts for the remote cases.

5. Circuit Clerk’s Office - Sandi Cianci

Ms. Cianci reviewed and discussed the reports with the committee.

Criminal Justice

Mr. Snipes made a motion to combine and approve the monthly report, and Ms. Parker seconded it.

Mr. Snipes asked about the decrease in revenue due to covid and if people can pay online.

Ms. Cianci confirmed that card payments are accepted by phone and online.

Mr. Wheeler asked if there was a way to export the information from cash book into Excel so the committee could view trends.

Ms. Cianci advised that she has been working on getting that transferred and should have that capability very soon.

Motion carried with a voice vote.

6. State’s Attorney’s Office – Jim Rowe

• Grand Jury Report

• Grand Jury Statistics Report

Mr. Rowe stated that there are no reports for this month due to the COVID-19 Pandemic.

Mr. Snipes asked how someone could find out their new court date.

Mr. Rowe stated that there are multiple ways to obtain the new date either online or by phone.

7. Public Defender’s Office – Ed Pentuic

• Monthly Report

Mr. Carrico made a motion to approve the report and Mr. Snipes seconded it.

Mr. Pentuic reviewed and discussed the report with the committee.

Motion carried with a voice vote.

Mr. Rowe thanked Mr. Pentuic for the working relationship that they have established between the State’s Attorney’s Office and the Public Defenders Office.

8. Probation – Tom Latham

• Monthly Report

Mr. Liehr made a motion to approve the monthly report, and Mr. Snipes seconded it.

Mr. Latham reviewed and discussed the report with the committee.

Criminal Justice

There were no questions or comments from the committee.

Motion carried with a voice vote.

9. Sheriff/EMA Department – Sheriff Mike Downey

• Monthly Report

Mr. Hess made a motion to approve the monthly report, and Mr. Swanson seconded it.

Sheriff Downey reviewed and discussed the report with the committee.

Motion carried with a voice vote.

• Animal Control Update

10. Coroner’s Office – Bob Gessner

• Monthly Reports

• Monthly Receipts of Money

Mr. Long made a motion to combine and approve the monthly reports and monthly receipts, and Ms. Parker seconded it.

Mr. Gessner reviewed and discussed the reports with the committee.

Mr. Liehr asked for clarification on how the cause of death is determined with COVID cases.

Motion carried with a Voice Vote.

11. Old Business/New Business

None

12. Adjournment

Mr. Kerkstra made a motion to adjourn the meeting at 8:37 a.m., and Mr. Long seconded it. Motion carried with a voice vote.
