City of Momence City Council met Sept. 8.

Here is the minutes provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Alderman Cook called the meeting to order.

ROLL CALL

Roll was called by the Clerk with Aldermen Carbonaro, Metz, Clark, Cook, Temple, Rehmer and Cope. Alderman Salomone was absent.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Cook made motion to approve the minutes of the August 17, 2020 council meeting. Alderman Cope seconded the motion with Aldermen Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

APPROVAL OF THE BILLS

The bills were discussed during committee meeting. Alderman Metz made motion to approve the bills for payment. Alderman Cope seconded the motion with Aldermen Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

CITIZENS FORUM – Larry Crouch – Vision 2030 – resigning as community liaison.

Tony Lampley – seeking permission to close off E. Washington from alley to Locust for the Fall Festival October 10 (rain date October 17) from noon – 11:59 P.M. Alderman Cook made motion to approve, Alderman Temple seconded the motion with Alderman Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

OLD BUSINESS – Alderman Cope – thank you to Larry for his service. Researching noise ordinances. Any kind of a party with amplified music needs a permit, passed in 2001 ordinance 502

ALDERMANIC REPORTS –

1. Rebecca Cope – First reading of Ordinance for the 4-way stop – vote next meeting

2. Rebecca Cope – First reading of Ordinance for fine changes - vote next meeting

3. Ann Carbonaro – 327 Pine Street needs tree trimmed on city property – Scott working on it 

4. Nova Metz – BF meeting, September 21, 7:15 P.M.

Public Works meeting – September 21, 6:45 P.M. to discuss water/sewer rate Public Works committee met earlier this evening to discuss hiring a new employee to fill vacancy. Lee Rayola will be hired, starting at $15.00/hr. and will start ASAP. Alderman Metz made motion to approve, Alderman Rehmer seconded the motion with Alderman Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

Treasurer report –

Department Heads – Scott – street signs in bad shape, will get a count and price. Brian – had a couple of tickets issued for speeding 5th/Market

MAYORAL REPORT –

1. Discuss and vote on Ordinance changing Treasurer from Elected position to an appointed position – Ordinance 853 – Alderman Metz made motion to approve, Alderman Cook seconded the motion with Alderman Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

2. Discuss and vote on new liquor license La China Mexican LLC pending background check – tabled until next meeting.

3. Mayor asked if council wanted to continue to meet in person or Zoom due to Covid positivity rate in Kankakee County. Council agreed to continue in person meetings.

Alderman Metz made motion to adjourn, Alderman Clark seconded the motion with Alderman Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.
