City of Momence City Council met Oct. 5.

Here is the minutes provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Alderman Cook called the meeting to order.

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Cook, Temple, Rehmer and Cope.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Salomone made motion to approve the minutes of the, September 21, 2020 council meeting. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

APPROVAL OF THE BILLS

The bills were discussed during committee meeting. Alderman Salomone made motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

CITIZENS FORUM –

1. Patrick Comisky – The Modular home – opposed against modular home

2. Lorna Osborne – The Modular home - opposed against modular home. 1992 ordinance stated no modular homes.

3. Lisa Waylock – seeking permission to distribute Halloween costumes on City sidewalk on a Saturday or Sunday, date to be determined. Alderman Cook made motion to approve, Alderman Temple seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

OLD BUSINESS – Salomone – census has been extended to the end of October. We currently stand at 72.4% completion rate.

Cope – stated that she is talking to someone about street signs, looking into grants/donations

ALDERMANIC REPORTS –

1. David Cook – Discuss and vote on recommendation from Plan Commission/Zoning Board of Appeals on 1026 Thomas Dr. This is a variance request, not a re-zoning request. Alderman Cook made motion to approve, Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

2. John Rehmer – Halloween Hours 3PM – 5PM October 31, Alderman Rehmer made motion to approve, Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes. Also, scheduled a Police committee meeting on October 19, 7PM

3. Rebecca Cope – Discuss and vote on 4-way stop Ordinance # 854. Alderman Cope made motion to approve, Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

4. Rebecca Cope- Discuss and vote on Fine for Garbage and Rubbish Ordinance # 855. Fines would be raised to $250.00 and could go as high as $750.00. Alderman Cope made motion to approve, Alderman Metz seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

5. Jake Salomone – BF meeting October 19, 7:15 PM. Discuss and Vote on Clarifier Funding - there are a couple of CDs that are maturing that can be used to pay for Clarifier. One is for $65995.00 and the other is $52168.47. Alderman Salomone made motion to approve cashing in 2 CDs to pay for the clarifier. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

6. Nova Metz – water and sewer rates discussed during committee meeting. There will be a meeting with Baxter/Woodman to discuss the rates. This will be added to the next meeting agenda to discuss and vote

Treasurer report –

Department Heads – Scott discussed a stop date for chipping will be announced at the next meeting Tina – local election packets are available to be picked up at City Hall.

MAYORAL REPORT –

1. Discuss and Vote on a Resolution Relating to Equal Treatment of all Persons in the City of Momence resolution 209, Alderman Cook made motion to approve, Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes. Unity Day will be July 11, 2021

2. Discuss and Vote on Ordinance to Vacate Portions of Franklin Street Ordinance #856, Alderman Rehmer made motion to approve, Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

Alderman Cook made motion to adjourn, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.

Meeting adjourned at 8:00 PM
