MOTION: A motion by Trustee Dole, second by Trustee Crockett to approve the minutes from August 25, 2020 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

Discussion Items:
• Halloween Truck or Treating – Mr. LaRocque stated that the IML has requested guidance from the Governor’s Office, but at this time there has been no response. After some discussion, the hours will be posted as 3 pm – 6 pm on 10/31/20 and stating that hours could change based on any Governor’s orders.
• Santa Comes to Town – Ms. Marion has been working on ideas to still have Santa in the village and adhere to the state regulations of Phase IV. Ms. Marion had the idea to do a parade with Santa in a car, truck or firetruck along Main Street. The business walk would be a weeklong event instead of a day event.
Mayor Nugent asked about the lighting of Main Street. Ms. Marion stated that if there was a parade maybe the lighting of Main Street could also happen the same day as people would be spread out along Main Street. The tree walk can still happen since the displays are up for a month. Ms. Marion will continue to prepare plans.
• Baseball Field Lights – Mr. Hanley stated that the same company that completed the lights in the village hall is requesting to replace the lights at the baseball fields in Heritage Park. The lights would be LED, all materials and installation are included in the cost. The only cost to the village would be the rental of a lift. The Public Works Department will already be renting a lift to start Christmas lights and the removal of the banners. Mr. Hanley will check on the ice rink lights. MYBSL has been contacted and see no problems with the program. Mr. Hanley will give the company approval to continue with the project.
• Main Street Berm – Mr. Hanley stated that the damaged trees on the berm have been removed. Mr. Hanley has three proposals for the berm area: 1) do not change berm and just replace damaged and removed trees; 2) add more dirt to increase the size of the berm, plant clusters of pine trees in the new berm; 3) remove the berm and trees, put in a fence and then add larger growth trees in fifty foot increments. Mr. Hanley stated the approximate cost of a fence would be $50,000. Mr. LaRocque will contact CN Railroad about any grants available for safety. Mr. Hanley will also price a higher fence and cost for a larger berm.
• Equipment Update –
o John Deere Tractor – The village finally received the John Deere tractor.
o Skid Steer - Mr. Hanley stated that the department test drove a New Holland, Case, John Deere and a CAT. Mr. Hanley is recommending the purchase of the CAT for approximately $47,000. This is a NJPA contract price. The current Skid Steer is a 2009 John Deere. The current skid steer will be surplused and the approval of the purchase of the CAT skid steer will be on the next village board meeting agenda.
Trustee Crockett exited the meeting at 7:45 a.m.
• Soil & Water Conservation District Grant for Rock Creek Pond - All trees have been removed and the area will be sprayed. This will prepare the group to come in and seed the area.
• South Path Status – Mayor Nugent asked that Mr. LaRocque also investigate other areas to expand the path besides just from Heritage Park to Jacobs Park. The areas would be from Jacobs Park behind the Enclave to Cook Street and from Wrights Park south along the railroad tracks and west to South Walnut Street. Mr. Aggen is working on title work for easements on the Stonegate and Stewart properties.
