City of Gilman City Council met Nov. 9.

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, McGehee aye, Kraft aye, Bachman aye, Elliott aye, and Fancher aye. Clerk Morris and Treasurer Johnson were also present.

to approve the transfer of $15,000.00 from the general fund to the road & bridge fund, and to transfer $68,000.00 from the TIF fund to the 2002/2011 bond fund. All aye.

to approve payment of $28,004.65 to the Illinois Municipal League Risk Management Association for the City’s various insurances and 2021 Illinois Municipal League membership dues. All aye.

to pass and approve the 2020-2021 Tax Levy Ordinance No. 20-21-09 for a total levy of $175,00.00. All aye.

to pass and approve Resolution of Partial Abatement of Bonded Indebtedness No. 20-21-R3 abating $40,000.00 of the previously levied amount for the 2002/2011 bonds. All aye.
Mayor Theesfeld and Alderman Kraft advised the council of the current status of the discussions with the Iroquois County Sheriff’s Department and the Village of Onarga regarding a possible agreement for police services to be provided by the county. The current proposal is for a deputy sheriff to spend six (6) hours each day of the week patrolling Gilman, and to spend four (4) hours each day of the week patrolling Onarga, with emergencies taking precedent. For those hours, the total proposed annual contract costs, with a two-year contract, would be as follows:
County of Iroquois (15% off top) $23,511.00/yr.
City of Gilman (60% of remainder) 79,939.00/yr.
Village of Onarga (40% of remainder) 53,293.00/yr.
Total $156,743.00/yr.
That contract would include salaries, benefits (IMRF, health insurance, worker’s comp., etc.) and equipment (vehicle, fuel, officer equipment, etc.). The City of Gilman does not know if the Village of Onarga is agreeable to this proposal, and if it is not agreeable, the City of Gilman may be able to contract with Iroquois County for 40 or 50 hours per week. If an agreement is made that includes the Village of Onarga, the County will hire two additional full-time and certified officers, and the officers on duty in Gilman will be able to issue tickets for vehicle code violations. No contract is yet available, so note vote was taken, but the council seemed agreeable to the current proposal. Mayor Theesfeld noted that the City does still need to hire a Code Enforcement Officer to handle other Code violations.

Alderman Eimen advised the council of the “No White Guilt” flyers that many Gilman residents found in their yards and driveways Monday morning. According to Iroquois County Sheriff Hagen, these flyers have been distributed nationwide.
