City of Watseka City Council Met March 23.

Here is the minutes provided by the council:

The City Council meeting was called to order by Mayor John Allhands at 7:00pm. Present were Aldermen Garfield, Barragree, Marcier, Cahoe, Miller, Yates, Rushbrook, & Alderwoman Ulfers via phone.

Motion was made by Garfield, seconded by Barragree to approve the City Council meeting minutes of February 23rd 2021. Motion passed 8-0.

∙ Ordinance #2602- Approving the Reservation of Volume Cap in Connection with Private Activity Bond Issues and Related Matters

∙ Ordinance #2603- Amending Title 4, Business and License Regulation, Chapter 2, Alcoholic Beverages, Section 4-2-8, Number of Licenses, of the Watseka City Code

∙ Ordinance #2604- Amending Title 1, Administration, Chapter 6, Mayor, Section1-6-3, Powers, Duties and Responsibilities, of the Watseka City Code

A Motion was made by Garfield, seconded by Marcier to set the Consent Agenda. Motion passed 8-0. 

A Motion was made by Garfield, seconded by Miller to accept the Consent Agenda. Motion passed 8-0.

Standing Committee Reports

∙ Finance, Legal and Audit

A Motion was made by Cahoe, seconded by Garfield to pay claims in the amount $503,816.83. Motion passed 8-0.

A Motion was made by Barragree, seconded by Garfield to Accept and Place on file the February Treasurer Report. Motion passed 8-0.

A Motion was made by Garfield, seconded by Miller Transfer $69,198 from Video Gaming 1-10-1048 to Police Pension 40-10-5005. Motion passed 8-0.

A Motion was made by Rushbrook, seconded by Garfield Transfer $310,000 from General Fund 1-10- 8000 to Police Pension 40-10-5001. Motion passed 8-0.

A Motion was made by Rushbrook, seconded by Garfield Transfer $160,200 from General Fund 1-10- 8000 to Streets & Alley 6-10-9000. Motion passed 8-0.

A Motion was made by Garfield, seconded by Miller Accept Liquor Applications for 2021-2022 fiscal year. Motion passed 8-0.

A Motion was made by Garfield, seconded by Barragree Accept Gaming Applications for 2021- 2022 fiscal year. Motion passed 8-0.

A Motion was made by Garfield, seconded by Barragree Accept Cigarette Applications for 2021- 2022 fiscal year. Motion passed 8-0.

∙ Code Enforcement

A Motion was made by Garfield, seconded by Rushbrook Lee Farms aggregate bid of $54,900 to demolish 300 N 2nd, 522 N 3rd, 516 N. 4th, 536 N. 5th, 420 E. Ash, 492 E. Ash and 714 N Chicago from the DNR grant. Motion passed 8-0.

A Motion was made by Garfield, seconded by Barragree Transfer $10,000 from the Revolving loan fund into the Façade Grant. Motion passed 8-0.

A Motion to approve Façade application: McDonalds $5,000 was made by Garfield, seconded by Rushbrook. Motion passed 8-0.

A Motion was made by Cahoe, seconded by Garfield Town Wide Garage Sales- May 14th & 15th & August 13th & 14th. Motion passed 8-0.
