Village of Chebanse Village Board Met April 19.

Here is the minutes provided by the board:

Mayor Mathy called the regular Village Board meeting to order at 7:00 pm and announced that Kathy Washington would be taking notes and the Village would be taping.

The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee, Trustee Randles and Trustee Snyder. Also present were: Mayor Mathy, Attorney Hiatt, Clerk Pasel and James Smith from Maintenance.

The Pledge of Allegiance was led by Mayor Mathy

APPROVAL OF MINUTES: A motion was made by Trustee Beherns and a second by Trustee Odle to approve the March 15, 2021 Board meeting minutes. Vote:

UNFINISHED BUSINESS

POLICING AGREEMENT: The charges were dismissed on the case in question of the Intergovernmental Agreement. Mayor Mathy asked Attorney Hiatt to review the agreement to make sure we were covered and this does not happen again. Attorney Hiatt stated if an officer is out of his jurisdiction, he still has a right to make an arrest. Attorney Hiatt stated he did see anything wrong with the contract and was

surprised the case was thrown out. Trustee Beherns would like Mayor Mathy, Attorney Hiatt and Chad Gessner to sit down and go over the contract so this doesn’t happen again. Trustee Beherns stated he has a meeting with them and will bring up this issue. The Board was in agreement with that.

DE-ANNEX ROADS: Trustee Snyder stated that James is working with Barry from Otto township, but has not heard anything back from him. Trustee Snyder also stated that Otto gets $99.67 per month on these roads. One option we have is paying them every month for maintenance on the roads. The resurfacing of the roads has been appropriated for in the budget also. Trustee Snyder would like to wait until we hear back from Barry Painter before we make an offer.

COMMUNITY BUILDING: Still waiting on Insurance and Contractors to come to an agreement.

REPORTS OF COMMITTEES: Trustee Perzee stated that there was a Finance Committee meeting before the Board meeting. Recommendations will follow later in the meeting. Water, Sewer and Finance will have a Committee Meeting at 6:00 prior to the next Board Meeting.

REPORTS OF VILLAGE OFFICERS: NONE

NEW BUSINESS

RATE INCREASE: Trustee Perzee stated we are going to have to have rate increases for water and sewer. After the next Committee meeting on May 17, 2021. KRMA has raised our rates on a yearly basis without the Village raising our water and sewer rates.

The sewer fund is going to have to borrow no more than $16,000.00 from the general fund to pay our IEPA loan. This is another reason we need to adjust our water and sewer rates.

IRWA CONFERENCE: A motion was made by Trustee Beherns and a second by Trustee Odle to send James to the IRWA Water Conference on June 15, 2021, allowing him $254.00, $50.00 for food for the night and the federal reimbursement per mile. Vote:

James was asked to sit in the front row because he has been nominated as “Water Operator of the Year”.

2021/2022 LIQUOR LICENSES: A motion was made by Trustee Beherns and a second by Trustee Snyder to approve the 2021/2022 Liquor Licenses for: First Stop Bar and Grill, Uptown Grille, Sue’s Bar, Lucky Duck and Chebanse General LLC. Vote:

ANNUAL TREASURER’S REPORT: A motion was made by Trustee Perzee and a second by Trustee Beherns to approve the Annual Treasurer’s Report and have it published in the Advocate with a cap of $250.00. Vote:

ORDINANCE NO 21-02 APPROPRIATION ORDINANCE: A motion was made by Trustee Beherns and a second by Trustee Perzee to approve Ordinance No. 21-02 An Ordinance Making Appropriations for Corporate and other Purposes of the Village of Chebanse for the fiscal year ending April 30 2022 with the exception of adding to miscellaneous expense in MFT, 31-31-929 of $1900.00 to the Appropriation making the total $114,800.00, in the MFT Fund. Vote:

DURA-TECH QUOTE: A motion was made by Trustee Perzee and a second by Trustee Snyder to approve the quote from Dura-tech for Email hosting at a cost of $238.00 per year. Vote:

KANKAKEE STREET ALLEY: A motion was made by Trustee Perzee and a second by Trustee Beherns to approve $1600.00 out of the General Fund for pulverizing the Kankakee St. alley. Vote:

COMMUNICATIONS: Trustee Beherns would like abandoned vehicles put on the next agenda. Ordinance, 4-1-1 was printed and given to the Trustees. Trustee Beherns asked the Trustees to review the ordinance for the next meeting, so everyone is on the same page. Trustee Beherns stated that we need to start enforcing our ordinances. James asked if we could talk to our Police about enforcing some of our ordinances. Trustee Beherns responded, yes, abandoned vehicles. The nuisances are to be enforced by the Building Inspector.
