The City Council Meeting of the City of Momence was held in the Council Chambers at 29 North Dixie Highway, Momence.
ROLL CALL
Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Salomone made motion to approve the minutes of the, March 15, 2021. Alderman Temple seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Temple and Cope voting yes. Alderman Cook passed.
APPROVAL OF THE BILLS
The bills were discussed during committee meeting. Alderman Salomone made motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.
Citizens Forum: Tony Lampley – street closures: 06/19/21 Heritage Day – Dixie 8am to 11:59pm. OTV requesting 07-17, 09/04 street closures from alley to Locust Street.
Change ordinance to 1 per calendar month – 08/21 is contingent on changing ordinance
Alderman Metz made motion to approve, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.
Angela Thompson: vendor show May 23 looking to block alley on Washington Rich’s. Alderman Cook made motion to approve, Alderman Metz seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.
Sherry Graves – fence variance – list of concerns
Thomas Patterson – Glad Fest sell sweet corn directly East of the picnic tables at the chocolate factory. He is getting permits necessary. Alderman Metz made motion to approve, Alderman Salomone seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.
Mya Hendrix – Unity Day street closures, would like to change the date to Saturday July 10. She is requesting street closures from East Washington to Locust from 12PM – 11PM to allow time for clean-up. Alderman Cook made motion to approve based on approved licensing and insurance is acquired. Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.
OLD BUSINESS – Alderman Salomone updated on Olivet students…ONU students gave a presentation on the branding model. It’s the City Council’s discretion now to make a decision. Alderman Salomone requested a Local Improvement meeting at 6:45PM on April 19 to discuss
Alderman Metz inquired about the social media topic – Alderman Salomone said that the City attorney had looked at the proposal, this needs to be looked at further before possibly starting.
Ordinance committee meeting: 6:30 PM 04/19 to discuss the social media policy.
Alderman Cope: purchasing of the new street signs –signs should last approximately 12 years, but could last up to 20 years. A sample has been ordered. Some posts to be replaced, posts not replaced would be spray painted black. 285 signs are needed, looking at replacing 70 posts. This is an approx. estimate of $40,000.00, but will not be figured correctly until the exact number of signs/posts is confirmed from Scott. Alderman Cope made motion to approve not to exceed $40,000.00, Alderman Cook seconded the motion with Alderman Salomone, Carbonaro, Metz, Clark, Cope, Cook and Rehmer voting yes. Alderman Temple voted no.
Alderman Temple – hypodermic needles showed up on River Street. Neighbors are upset due to young children in the area and pets. Also, one found on Water Street just East of Hill Street. These have been found in the yards and near the sidewalks. The police have been notified. He thanked Chief Brucato for handling the situation.
ALDERMANIC REPORTS – Alderman Cook discussed variance committee meeting for a fence to be extended beyond the back corner of the house 18 feet. Variance committee voted to not approve. Alderman Cook made a motion to follow the Variance committee’s recommendation to not allow the fence to be put up. Alderman Temple seconded the motion. Vote was a split decision, 4 yes and 4 no, Mayor made final decision, motion to follow the Variance committee’s recommendation passed.
Alderman Metz – Baxter and Woodman presentation, with Alexis and Nicole, regarding water/sewer rates from rate study.

MAYORAL REPORT – renewal for the VanDrunen cell tower rental for 5 years. The rental for the cell tower is 2500.00 per year. Alderman Cook made motion to approve, Alderman Cope seconded the motion with Aldermen Salomone, Carbonaro, Metz, Clark, Cope, Cook, Temple and Rehmer voting yes.
Proclamation for Child Abuse prevention month of April.
