City of Watseka City Council met Sept. 28.

Here are the minutes provided by the council:

The City Council meeting was called to order by Mayor John Allhands at 7:00pm. Present were Aldermen Barragree, Marcier, Cahoe, Miller, Garfield, & Alderwoman Ulfers. Absent were Alderman Rushbrook and Alderwoman Musk.

Ricky Grosvenor-Mayor of Woodland was in attendance to discuss Belmont Township Alcohol Sales, Mr. Grosvenor would like this to be on the ballot for the June election he has spoken with a local attorney that would charge $200 per hour and this could take 4-5 hours he has people willing to help cover the cost of this but did ask if Watseka would contribute, council was in agreeance once Mr. Grosvenor has more info. The City of Watseka’s Attorney Mr. Cainkar needs to look at the current ordinance this will be put on the agenda for next month.

Motion was made by Garfield, seconded by Barragree to approve the City Council meeting minutes of August 24th 2021. Motion passed 6-0.

Ordinance #2620 was removed from the Consent Agenda. A Motion was made by Garfield, seconded by Ulfers Ordinance #2620-Amending Title 4, Business and License Regulation, Chapter 2, Alcoholic Beverages, Section 4-2-14, Closing Hours, of the Watseka City Code Motion passed 6-0.

A Motion was made by Barragree, seconded by Garfield to set the Consent Agenda. Motion passed 6-0.

A Motion was made by Cahoe, seconded by Barragree to Accept the Consent Agenda. Motion passed 6- 0.

Standing Committee Reports

• Finance, Legal and Audit

A Motion was made by Cahoe, seconded by Garfield to pay claims in the amount $456,254.49. Motion passed 6-0.

A Motion was made by Barragree, seconded by Garfield to Accept and Place on file the August Treasurer Report. Motion passed 6-0.

A Motion was made by Marcier, seconded by Garfield Transfer $179,600 from General Fund 1-10-8000 into Street and Alleys 6-10-9000. Motion passed 6-0.

A Motion was made by Ulfers, seconded by Miller TIF 4 reimbursement to JR Developments for $2211.38. Motion passed 6-0.

A Motion was made by Garfield, seconded by Ulfers TIF 4 Reimbursement to Designer Homes for $3910.98. Motion passed 6-0.

• Public Works

Tholens $1100 to plant trees in front of the DMV-This in on hold no action was taken.

A Motion was made by Cahoe, seconded by Barragree Discussion and Possible Action for Freehill Asphalt $9256 to resurface the Oak St Parking Lot-pay from Street and Alley Fund. Motion passed 6-0.

• Public Safety

A Motion was made by Cahoe, seconded by Garfield Purchase a 2022 Chevy Tahoe from Dralles with all equipment for $50,650.00 and pay from Capital Purchase for the Fire Department. Motion passed 6-0.

• Code Enforcement

A Motion was made by Marcier, seconded by Miller Façade grant application from Iroquois County Historical Society for $5,000.00. Motion passed 6-0.

A Motion was made by Garfield, seconded by Ulfers Façade grant application from Smith Real Estate for $5,000. Motion passed 6-0.

A Motion was made by Cahoe, seconded by Ulfers Façade grant application from Scotchmons East for $5,000. Motion passed 6-0.

A Motion was made by Cahoe, seconded by Barragree Façade grant application for Jim Lundmark (Lamplighter bldg) for $5,000. Motion passed 6-0.

A Motion was made by Cahoe, seconded by Garfield Façade grant application for Stonegate Inn for $5,000. Motion passed 6-0.

Discussion and Possible Action for Dumpsters for Electronic recycling –hold off until next month. • Water/Wastewater Report-None

• Miscellaneous Business

Set Trick or Treat hours- Motion was made by Cahoe, seconded by Marcier Trick or Treat hours will be from 4p-6p on October 31st. Motion passed 6-0.

A Motion was made by Garfield, seconded by Cahoe Change meeting time to 6:30pm for committees, 6p for Purchasing, and 7p for Full Council Nov. 1 2021-March 31st 2022. Motion passed 6-0.

A Motion was made by Marcier, seconded by Garfield 221 N 5th St Discussion and Possible Action to Purchase from Iroquois Co Trustee for $807. Motion passed 6-0.

A Motion was made by Cahoe, seconded by Garfield to Adjourn at 7:26pm. Motion passed 6-0.
