City of Momence City Council met Dec. 6.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 North Dixie Highway, Momence.

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook, and Strunk present. Aldermen Starkey and Temple were absent.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Salomone made motion to approve the minutes of the, November 15, 2021. Alderman Strunk seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

APPROVAL OF THE BILLS

Alderman Salomone made motion to approve the bills for payment. Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

CITIZENS FORUM – Robert Tyler discussed Israel bonds investment opportunity.

OLD BUSINESS – Alderman Salomone spoke to Nikki at Baxter/Woodman, discussed the industrial and non-industrial. Those classified as non-industrial should be non-manufactural. He will prepare a final analysis; this should be able to voted on at the next meeting. Are the other entities aware of the changes? Mayor indicated that he has spoken to the main one, but the other has not been addressed. A letter was discussed to be sent to the other that have not been notified.

ALDERMANIC REPORTS –

i. Jake Salamone – 1st reading of Tax Levy Ordinance – 20 days in between the announcement and the vote. The amount to be 440481.14 to be levied.

ii. Jake Salamone – Discuss and Vote on Annual Tax Abatement Ordinance - #866 Alderman Salomone made motion to approve. Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

iii. Jake Salamone – Discuss and Vote on Obligation Retirement Resolution - #213 Alderman Salomone made motion to approve. Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

iv. Kristen Strunk – Discuss and Vote Amendment to Ordinance 600. Alderman Strunk made motion to approve. Alderman Huddelston seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

v. Kristen Struck – Discuss and Vote on an Amendment to Ordinance 571. Alderman Strunk made motion to approve. Alderman Clark seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

Department Heads – Scott will continue to do leaves until weather gets bad Treasurer report – Tricia – auditors are going to be here Wednesday to start the audit.

MAYORAL REPORT –

i. Discuss and Vote on Liability/Work Comp Insurance Renewal – no claims submitted only going up 2%, 161234.00 would be the new premium. Alderman Cook made motion to approve. Alderman Carbonaro seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

ii. Discuss and Vote on Baxter & Woodman Amendment No 2 Pretreatment Ordinance – adding additional $2500.00. Alderman Salomone made a motion to approve. Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

iii. Discuss and Vote on Updated Zoning Maps – total price $1800.00. Alderman Carbonaro made motion to approve. Alderman Strunk seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

iv. Discuss and Vote on Beautification Grant for Dixie Hwy – Alderman Salomone made motion to approve applying for the grant. Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.

Mayor Steele requested executive session, not to come out to do business. Alderman Salomone made motion to approve. Alderman Cook seconded the motion with Aldermen Salomone, Carbonaro, Huddelston, Clark, Cook and Strunk voting yes.
