Village of Grant Park Board of Trustees met April 3.

6:35PM Meeting Called to Order / Pledge

Roll Call taken, all members present

*Motion to approve minutes from previous 3/20/23 meeting

Motion: Morgan 2nd: Wiedl Motion Carried 5-0-1 Bruni abstaining

No Public comments:

*Motion to approve Bills for Payment: <3/30/23 General Fund $9,702.49, Fest fund $367.02, T.I.F Fund $10,278.00, Payroll <3/18/23 $16,109.91, <3/28/23 $6,375.00

Motion: Morgan 2nd: Bruni Motion Carried 6-0-0

Departmental Reports:

Clerk Dillman: reported he believes all needing to have completed their economic interest statements.

Also reminded election is 4/03/23 6am-7pm

Engineer report: Neil Piggush was in attendance to field questions, and report on upcoming projects. Mr. Coats asked: “seems we are spending a lot of money, and not seeing anything being done”. Mr. Piggush replied the 2 current projects (walkway along Rte. 1-17 to Casey’s, and Safeway to Schools) have almost been in the works for 3 years now, partly due to the way the grants need to be fulfilled, and easement process took longer than anticipated. He also explained their part in the process to the agreement of the Board.

Ordinance & Insurance, Raloff:

*Motion to waive first reading Ordinance O-4-23-1 additions, deletion, and adoption to Code Title 4, Chapter 5 fence regulations

Motion: Raloff 2nd: Bruni Motion Carried 6-0-0

*Motion to approve Ordinance O-4-23-1, additions, deletion, and adoption to Code Title 4, Chapter 5 fence regulations

Motion: Raloff 2nd: Bruni Motion Carried 6-0-0

Streets & Alleys, Coats:

*Motion to approve Resolution R-3-23-2 engineering agreement with Piggush for Safe Routes to Schools project

Motion: Morgan 2nd: Bruni Motion Carried 5-1-0 Coats, no

Finance, Morgan: no report, other than 2 new homes have been started to be built

Community Outreach, Wiedl: no report

Building & Grounds, Bruni: will be scheduling a committee meeting soon

Law Enforcement, Danahey: Questioned adoption of new handbook, Board will review

Chief Frey: gave a good report on recent training held at the High School

Pres Hawkins:

*Motion to cease any forward movement concerning/ in regards to, the Pepin property at the current time

Motion: Coats 2nd: Wiedl Motion Carried 6-0-0

Pres. Hawkins read a Proclamation: April is child abuse prevention month

Discussed some newspaper coverage, and misinformation

Discussed and reviewed Board member committee protocol

Reported the Egg Hunt Sunday was a great success

7:27PM Motion to enter Executive session to discuss personnel and litigation

8:13PM Returned to open session

Pres. Hawkins, Ms. Bruni, Ms. Danahey will hold meeting with Mr. Sullivan Wednesday 4/5/23 to review salary

8:16PM Meeting Adjourned
