The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.
Roll call of the Board was made by Darla Hurley, Deputy Village Clerk.
Motion by Crockett seconded by Dole to waive the reading of the minutes and approve the regular Board Meeting minutes of April 3, 2023, as presented by the Clerk.

Village President’s Report: Timothy Nugent
• Consideration Re: A motion to approve the Liquor, Amusement and Video Gaming Licenses for FY 23-24 as submitted by the Village Clerk. On the Board agenda will be the renewal of Liquor Licenses, Video Gaming Licenses and Amusement Licenses for the new fiscal year of 2023-2024. There will be 10 Class A Licenses; 8 Class B Licenses; 2 Class C Licenses; 2 Class D Licenses; 5 Class O Licenses and 13 Video Gaming Licenses submitted for approval.
• Ordinance 22-24 - An Ordinance authorizing the Amendment (The “Amendment”) to the Capital Improvement Revenue Bond (Nexus Diversified Community Services Project), Series 2013 (the “Bond”), of the Village of Manteno, Kankakee County, Illinois to Approve Alternate Interest Rate Formulas to Replace the Libor-based Interest Rate Formula in the Bond; Authorizing the Amendment of Documents related to the amendment; Authorizing any Amendments to the Loan Agreement and Pledge Agreement Appropriate in Connection with the Amendment to the Bond; and authorizing Other Actions in Connection with the Amendment to the Bond. Mayor Nugent asked Village Attorney, Joseph Cainkar, to explain the ordinance. Mr. Cainkar stated that the village issued capital improvements bonds in 2013 for Nexus. The Village was used to help obtain the bonds tax free, but there is no obligation to the Village. The Village was the conduit for Nexus to obtain the bonds. There was an interest rate reset date fixed into the bonds based on the Libor-based Interest Rate. They are switching to the Federal Home Loan Bank number. This ordinance allows for this switch to happen. The Village is receiving reimbursement for our attorney costs and $5,000.

Next Public Works meeting on Tuesday April 25, 2023, at 7:00 am Village Board Room. Mayor Nugent stated that a representative from Aqua Illinois will be attending the Public Works Committee meeting. Parks and Recreation- Trustee Martin

Mr. LaRocque announced that the village will again offer to reimburse the difference between a non resident fee and resident fee to any village resident who wants to purchase an annual pass for the Kankakee Valley Park District Splash Valley. The form is available at the village hall or on the village website.

• Safety Tip – Distracted Driving has become an epidemic. Cell phone use, adjusting the radio, eating & drinking, or applying makeup are just a few of the reasons drivers become distracted and cause crashes. April is National Distracted Awareness Month. All residents are urged to pledge not to drive distracted.

The next Planning and Zoning Committee meeting is scheduled for Tuesday April 25, 2023, at 7:00 am at the Village Board Room.

• Ordinance 22-22 - An Ordinance to Reallocate Amounts within funds between Departments and utilize additional amounts from Fund Balances for the FYE April 30, 2023 Budget. This happens each year to move funds between line items to accurately reflect income and expenses in each fund.
• Ordinance 22-23 - An Ordinance approving a Budget for the Village of Manteno for the Fiscal Year beginning May 1, 2023 and ending April 30, 2024. Prior to the Village Board meeting a public hearing was held to discuss the FY 23-24 Budget. There were no public comments.
• Payment of bills $336,172.06 (includes TIF #1 bills of $34,000.00)

The next Finance meeting will be held Wednesday May 10, 2023, at 7:00 am at the Village Board Room. General Government- Trustee Phillips
• Ordinance 22-21 - An Ordinance amending Title 3, Business Regulations, by changing Chapter 7, Itinerant Merchants, of the Municipal Code for the Village of Manteno. Mr. LaRocque stated that this change to the code allows for food trucks to be set up on public property at events that are permitted by the village. This does not allow for a food truck to come and just park on the street and sell their food.

Comments:
• The jumping pillow at the Square will be opened weather dependent, usually in mid-May.
• The port-a-potty at the pickle ball courts will be moved to a better position. Construction of new pickle ball courts are still in the planning process.
