City of Watseka Finance, Legal & Audit Committee met April 18.

Here are the minutes provided by the committee:

PRESENT: Aldermen Marcier, Cahoe, Barragree, Miller, and Mayor Allhands

ABSENT: Alderman Garfield and Alderwomen Rohlfs and Musk

GUESTS: Jackie Lesage with Dancepiration Dance Academy, Residents George & Donna Fanning

Alderman Marcier opened the meeting at 6:30 pm. During public comment George & Donna Fanning spoke concerning the garage sale ordinance they stated no surrounding communities have garage sale ordinances or permits required. The committee will take this under consideration.

Jackie Lesage with Dancepiration Dance Academy spoke next. She stated they are looking for donations as they have been selected to send 24 girls to New Jersey July 31st for a world dance competition. The entry fee is $1800 per family not including meals. There are 4 different levels of sponsorship: Platinum $1,000. Gold $750-999, Silver $500 – 749, Bronze $1-499. Alderman Cahoe makes a motion to recommend to the Council to donate $1,000 to Dancepiration Dance Academy and Alderman Marcier seconded. Roll call carried 5-0. This will be paid for from the promotion line item.

Alderman Marcier makes a motion to recommend to the Council to accept the March treasurers report and Alderman Barragree seconded. Roll call carried 5-0.

Alderman Marcier makes a motion to recommend to the Council to transfer $205,000 from the general fund 1-10-1000 into the capital equipment and improvement 1-10-1045 and Alderman Cahoe seconded. Roll call carried 5-0.

Alderman Marcier makes a motion to accept the CliftonLarsonAllen engagement letter for the fiscal year audit for $36,250 and Alderman Miller seconded. Roll call carried 5-0.

Alderman Marcier stated he has the balanced budget ready for the 2023-2024 fiscal year. There was some discussion concerning the budget. Alderman Marcier stated he has met with all of the department heads and Brandon several times. Alderman Cahoe makes a motion to recommend to the council to accept the fiscal year balanced budget for 2023-2024 and Alderman Marcier seconded. Roll call carried 5-0.

Mayor Allhands stated the Illinois Housing Development Study Resolution will be on the agenda for next week. This was a free study for the city. Mayor Allhands reported this will help with the Muller subdivision by giving developers some possible grant monies.

Mayor Allhands also stated he would like for the city to spend the $10,000 to Lexi Pol for grant writing. This is a 2 year contract at $5,000 per year and the city will get a free grant application each year. Alderman Cahoe makes a motion to recommend to the Council to accept the proposal from Lexi Pol for $10,000 and Alderman Marcier seconded. Roll call carried 5-0.

Alderman Cahoe stated everyone on the committee has a copy of a petition that was signed by the neighbors concerning 300 N Market and the condition that its in, the committee also has pictures from another neighbor showing the condition. It was stated that people are living in there without permission and the police department has been there on occasion also. The committee also stated the house next door is in the same condition. This will be put on the agenda for Tuesday.

Alderman Marcier makes a motion to adjourn at 6:54 pm and Alderman Cahoe seconded. Roll call carried 5-0.
