The meeting was opened by Trustee Boyce at 7:00 a.m.

MOTION: A motion by Trustee Dole seconded by Trustee Boyce, to approve the minutes from May 30, 2023 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

Discussion Items:

• Use for Current Public Works Building – Mayor Nugent asked that Mr. Hanley investigate to see if the current building could house indoor pickle ball courts. Mr. Hanley measured the building and stated that if offices, upper mezzanine, and bathroom on north end were demolished there would be room for four courts. If you do not demo some of the area it could hold two to three courts. The floor would also have to have some sort of work completed on it to make the surface playable. This is just an idea. The building could also be sold. More investigation will be completed.

• Demolition of South Main Street Police Garage – Mr. Hanley stated that after getting remodeling costs that were high, it was suggested to remove the building and utilize the slab for chipper mulch. Any items in the current building can be moved to either the new police garage or the new public works building. The Oktoberfest items will be moved to well house #3. The demolition will be completed in-house.

• Windfield Tot Lot Playground – Mr. Hanley submitted possible options provided by NuToys for the lot. The committee suggested option 3. Mr. Hanley will check measurements of the lot and also with the pipeline company on placement of the equipment.

• Legacy Park Landscaping and Path Improvements – Mr. Hanley stated that the concrete is poured, the garbage enclosure foundation and posts are completed; landscaping will start on Wednesday. Mr. Hill stated that it is hoped to get the asphalt applied this week. Mr. Hanley will look at installing a removable post to stop unauthorized vehicles from driving on the path from the parking lot.

• 10000 N Road Mill and Overlay with Manteno Township Project – Mr. Hanley stated he had no update. Manteno Township is waiting for the permit from CN Railroad.

• Walnut Lights Project – Mr. Hill apologized for the delay. The poles are ordered. Mr. Hill will try to get the project completed before Oktoberfest otherwise the project will not be started until after Oktoberfest.

• New Public Works Facility Update – Mr. Hanley stated that the signage is completed, but it is not lit up yet. Mr. Hanley stated that the office and building walk through punch list will be on July 6th. Personnel have started moving some of the large toolboxes that were purchased into the building. Application of asphalt is getting close. The landscaper is also working on the area. Mr. Hanley would like to have an Open House before the department completely moves in. A study is being conducted for hanging of the air exchangers. Once the study is completed the plan to hang the units will be completed. The building can handle the units the question is about point loads.

• South Creek Drive Path Update – Mr. Hanley stated that the lights are on, but there is no controller attached yet. There are a few punch list items that still need to be completed including the irrigation issues. All lenses have been cleaned and updated.

• Thies Park Project – Mr. Hanley presented an updated design. The design has changed from eight courts to six courts. (See packet for design). This design will be used to go to bid. Construction could start this fall.

• Parks Update – Mr. Hanley stated he has met with a local resident who is a master naturalist gardener. She has been working in the Rock Creek area. She also had a contact that completes control burns. The company can obtain the required EPA permit for a burn.

• Equipment Update – Mr. Hanley was approached by Taylor Ford about a 2023 F250 that they have available. It is a state bid price. This could replace a 2015 F250. Mr. Hanley will get more details on the value of the 2015 truck.

Motion by Trustee Gesky, seconded by Trustee Boyce to adjourn meeting at 7:44 a.m. Voice vote: all ayes, no nays.
