Kankakee County Planning, Zoning, and Agriculture Committee met July 19.

The meeting of the Kankakee County Planning, Zoning & Agriculture Committee was held on July 19, 2023 and was called to order by Committee Chairman, Mr. Fetherling at 9:00am. The following members were present:

Mr. Fetherling, Ms. Webber, Mr. Swanson, Mr. Fairfield, Mr. Miller, Mr. Ekhoff, Mr. Long, Ms. Foster, Ms. Andrade, Ms. Turner, Mr. Wheeler and

Members Absent – Mr. Ekhoff, Mr. Alexander-Hildebrand, Mr. Ashcraft and Mr. Scanlon,

Quorum –Present

Department Heads Present – Delbert Skimerhorn, Ben Wilson, Michelle Sadler, John Coghlan Media Present – None

Public Commentary

None

Minutes of the Last Meeting

The minutes of June 21 2023 were submitted to the committee for approval.

Mr. Long made a motion to approve and Mr. Swanson seconded the motion. Motion passed with a voice vote.

Building

Building Report – June 2023

Mr. Skimerhorn reviewed the report with the committee. There were 93 permits issued. Mr. Fairfield made a motion to approve the report, Ms. Andrade seconded it. Motion carried with a voice vote.

Stormwater/MS4 Program Discussion

Mr. Skimerhorn reviewed with the committee and asked if there was anything for discussion, there was not.

Zoning

Appointment of Michael Manau to the Zoning Board of Appeals

Appointment of Willie Ames as Vice-Chairman of the Zoning Board of Appeals Mr. Skimerhorn reviewed the appointments with the committee. There were no questions.

Mr. Wheeler made a motion to combine & approve, and Mr. Long seconded it. Motion carried with a voice vote.

Planning

Historic Preservation – Intergovernmental Agreement with Village of Bourbonnais Ms. Sadler was present and reviewed the agreement with the committee. Discussions were held.

Mr. Long made a motion to approve, and Mr. Fairfield seconded it. Motion carried with a voice vote.

Historic Preservation – Landmark of the Bourbonnais Grove’s First Log Schoolhouse Ms. Sadler reviewed the request with the committee.

Mr. Swanson made a motion to approve, and Mr. Fairfield seconded it. Motion carried with a voice vote.

Transportation

IDOT Multi-Year Plan

Mr. Wilson reviewed with the committee. Discussions were held. Mr. Wilson advised this was informational.

New Business

An update was given on the $700,000 Bus Barn Grant.

Adjournment

Mr. Long made the motion to adjourn the meeting at 9:15a.m. Mr. Swanson seconded the motion. Motion carried by a voice vote.
