The meeting of the Kankakee County Highways & Waterways Committee was held on July 20, 2023 and was called to order by Committee Chairman, Mr. Carrico at 9:00am. The following members were present:
Mr. Carrico, Mr. Fetherling, Mr. Snipes, Ms. Armer-Irps, Ms. Turner and Mr. Wheeler
Members Absent – Mr. Dunnill Mr. Smith, Mr. Ashcraft, Ms. Rittmanic-Emme and Mr. Alexander-Hildebrand
Quorum – Present at 9:13am with the arrival of Mr. Snipes
Department Heads Present –Anita Speckman, Greg Heiden, Ben Wilson, Jeremiah Gadbois
Media Present – Present
Public Commentary –None
Mr. Carrico stated that he will come back to the minutes if a quorum is present.
Waterways
Aroma Park Sediment Progress Update
Mr. Wheeler updated the committee on the project, including the mussel survey.
Discussions were held regarding the timeline.
The plan was reviewed with the committee, discussions were held.
Discussions were held regarding the boat ramp sand.
Mr. Fetherling made a motion to approve, and Ms. Turner seconded it. Motion carried with a voice vote.

County Engineer Pay Estimates
Mr. Heiden reviewed the pay estimates with the committee. There were no questions.
Ms. Irps made a motion to combine and approve the pay estimates, and Mr. Fetherling seconded it. Motion carried with a roll call vote of 6 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Fetherling, Mr. Snipes, Ms. Armer-Irps, Ms. Turner and Mr. Wheeler

Mr. Heiden updated the committee on four bridges with load limits. Construction will start on the bridges next year.
