Village of Herscher Board of Trustees met Oct. 2.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jeremy Bauer, Mike Bruner, Andy Cotter, and Gayle Landeck. Skip Grigas and Jacob Wagner were absent. Also present, Village Clerk Heather Meredith, Chief of Police Kurt Quick, Attorney Chris Bohlen, Jeff Fieldman Building Inspector, Public Works Superintendent Keith Witheft, Janet Mau from The Herscher Pilot. Herscher Residents Wayne and Kathy Marcotte, Joe and Lauren Ruel, Dennis, Penny, and Lisa Shover.
Andy Cotter moved to approve the Regular minutes of September 18, 2023; Gayle Landeck seconded. All in favor; Motion carried.
STREETS:
Andy Cotter said the paving is done on N Oak Street, Clyde Street, 1 block of Second Street between Main and Oak Street.
FINANCE:
Mike Bruner presented the Accounts Payable Report totaling $50,625.36 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Jeremy Bauer seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas absent, and Gayle Landeck-aye. All in favor; Motion Carried.
Payroll presented totaled $24,465.23. Mike Bruner moved to accept payroll as presented, Jeremy Bauer seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas- absent and Jeremy Bauer-aye. All in favor; motion carried.
Mike Bruner added:
- The Treasurer’s Report for August shows a total in all accounts of $2,361,066.78. - The third distribution from the County for Real Estate Taxes came in at $26,361.60 - The Daily rate for the Illinois Funds today was 5.51%
PARKS:
Keith Witheft said we have a water line leak in Village Park that goes to the Lion Head. He suggests that we tap into the new water main on Maple while construction is going on and have an entire new line for the parks.
WATER AND SEWER:
Jeremy Bauer said that the water main on South Maple is complete. They will chlorinate on Wednesday and test on Thursday and Friday and have in back online ASAP. The North Maple Street water main replacement is underway, and we had to change plans as running the new main in the easement we were hitting a gas line. So, we must run down the middle of the street. Keith said we had an incubator break at the sewer plant for testing. It cost $375 to repair and $675 to replace so we are just going to replace it since it is 20 plus years old.
ORDINANCE:
Gayle Landeck reported that we had 12 Permits issued in September for a total of $1,510.
POLICE:
Chief Quick said that the Blessings of the Squads went very well. He said we had 8 other departments here who participated.
OLD BUSINESS:
President Sweeney said that he and Mike will be meeting with Surf Internet on Wednesday at 3:30. He also said that at the last Mayors Association Meeting he and Chief Quick spoke with Buckingham Mayor about Police coverage for their community. We will have Chris draw up a contract. The discussion was we would provide coverage for 3days a week and all calls. To provide this we would charge $24,000 a year for $2,000 a month.

OPEN TO THE FLOOR:
Lauren Ruel 162 S Oak spoke about her concerns on the grain dust from the elevator. She handed out some information and asked to be put on the agenda for next meeting.
Dennis Shover requested to have his stop order lifted. He was instructed that we would lift the stop order with the understanding of the following stipulations. Fencing around the perimeter of the property, no tents, no staying the night, remove junk, no fires, no children under the age of 18 without a work permit or are family. If another ticket issued by the police another stop order is issued and a permit will not be issued to anyone except for a contractor.
