6:30PM Meeting called to Order / Pledge
Roll Call Taken, all members present, except Danahey
*Motion to approve minutes from previous 10/16/23 meeting
Motion: Morgan 2nd: Whorrall Motion Carried 5-0-0
Public Comments: Pres Hawkins stated that a resignation letter from Sylvia Danahey was received, effective immediately 11/06/23
Carl Frey gave a proposal that the Village raise the sales tax rate by 1% by referendum on the April ballot. Read a listing of benefits it could give to the Village if approved
*Motion to approve Bills for Payment: <11/03/23 General Fund $18,100.13, Fest $132.18, T.I.F. Fund $10,325.00, Payroll <10/14/23 $17,678.17, <10/28/23 $18,112.46

Engineer report: Lighting on Rt1 pathway should happen 11/20/23
Ordinance & Insurance, Wiedl:
*Motion to approve 2024 Insurance quote from George Ryan Insurance not to exceed $66,818.00
Motion: Wiedl 2Nd: Bruni Motion Carried 5-0-0
Streets & Alleys: report was read that there is a serious brake issue on the truck that is used for leaf collection. It is to be looked at possibly tomorrow, and get an estimate on repair. Need tires on the f250 truck, will get quote, parking signs to be put up downtown
Finance, Morgan: held a discussion concerning the property tax levy, more discussion held concerning the proposed sales tax increase, gave a mid year report on the budget, reported seems to be on track
*Motion to approve a separate bank account for a Police Donation Fund

Community Outreach, Detloff: Reported a donation from the car club, ballasts for bike path, in, and will be installed soon
Building & Grounds, Bruni: Halloween Event at the Community Center was a success
Law Enforcement, Whorrall:
*Motion to approve KGB Band for Cabin Fever Reliever, cost not to exceed $600
Motion Whorrall 2nd: Wiedl Motion Carried 5-0-0
Swearing in of officer Tim Green delayed, due to illness
Pres Hawkins: Will begin search for replacement Trustees

Locks to be rekeyed at Village Hall
