Village of Herscher Board of Trustees met May 6.

Here are the minutes provided by the council:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jeremy Bauer, Mike Bruner, Jacob Wagner, Gayle Landeck. Andy Cotter and Skip Grigas were absent. Also, Village Clerk Heather Meredith, Police Chief Kurt Quick, Public Works Employee Keith Witheft, Janet Mau from The Herscher Pilot and Attorney Chris Bohlen.

Mike Bruner moved to approve the Regular minutes of April 15, 2024; Skip Grigas seconded. Motion carried. Jacob Wagner abstained. 4-0-1

STREETS:

Jacob Wagner informed Keith Witheft that he and Chad may find a trailer to purchase. Al Deany will have MFT numbers for next meeting. Jacob said that he and Keith worked with paving pros with there new machine by testing it on some cracks on the streets. It uses like an aggregate mix. It is a very detailed job to do. Keith and Jacob do not really want to purchase our own machine. Shannon would like us to own our own to do it ourselves as needed.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $354,586.21 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Jacob Wagner seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-aye, Skip Grigas absent, and Gayle Landeck-aye. All in favor; Motion Carried.

Payroll presented totaled $22,505.12. Mike Bruner moved to accept payroll as presented, Jeremy Bauer seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-absent, Gayle Landeck-aye, Skip Grigas-absent, and Jeremy Bauer-aye. All in favor; motion carried.

Mike Bruner added:

-Finishing up the FY 24-25 Budget once we get April in balance. Then we will put out a final Budget Performance for FY 23-24

-We will not be able to do any Budget Performances until after the Audit is done and we have FY 23- 24 closed.

- We will have a hearing on the Budget and Appropriation Ordinance at the June 17th meeting. Final vote on both the Budget and Appropriation Ordinance will be at the July 1st meeting.

PARKS:

Jacob Wagner moved to donate $1,000 to the Herscher Youth Baseball. Gayle Landeck, seconded. Roll call taken: Gayle Landeck-aye, Jeremy Bauer-abstained, Mike Bruner-aye, Skip Grigas-absent, Jacob Wagner-aye. Andy Cotter-absent. All in favor; Motion carried.

Jacob Wagner moved to donate $1,000 to the Herscher Girls Youth Softball. Mike Bruner, seconded. Roll call taken: Gayle Landeck-aye, Jeremy Bauer-aye, Mike Bruner-aye, Skip Grigas-absent, Jacob Wagner-aye. Andy Cotter-absent. All in favor; Motion carried.

WATER/SEWER:

Jeremy Bauer says the water hookups on Elm Street will start Wednesday weather pending. We had to start 3 storm lines on the South end of town.

ORDINANCE:

Gayle Landeck wanted to make sure that everyone knows burn hours change May 1 to Friday’s noon to 7pm.

Gayle Landeck moved to approve the final reading of Ordinance #24-1. Mike Bruner seconded. Roll call taken Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-aye, Skip Grigas-absent, Jacob Wagner-absent, and Gayle Landeck-aye. All in favor; Motion Carried.

Gayle said Sara has been working on getting properties to mow grass and clean up their yards. Gayle spoke about 195 S Elm and the neighbor at 165 S Elm has been trying to put up a fence for almost a year and cannot because the dirt from the 195 S Elm construction is coming onto her lot. The consensus was to issue a stop order to 195 S Elm until the snow fence is installed around the construction site and the dirt is, moved off the neighbor’s property line.

Discussion on an ordinance to award bids to local companies if not the lowest bid. Mike Bruner moved to table the local bid award preference. Jeremy Bauer seconded. All in favor motion carried.

POLICE:

Chief Quick said we had some issues in the parks with vandalism. We are review cameras to identify who defecated and graffiti on the playground equipment at Pilot Park.

OLD BUSINESS:

We will discuss Bonomo property when they are able to attend. They are requesting to be able to park 3-4 trailers on the property again this summer.

No updates on the pharmacy.

NEW BUSINESS:
