Mayor Gunter called the meeting to order at 6:00 P.M.

REPORTS

Mayor Gunter

● Lions Club Spring Fling was Memorial Weekend. The whole entertainment area was full Saturday. It was a great day for the community as well as for the Lions Club to raise money for their projects.

● American Legion ran a great Memorial Day Parade. Thank you Trustee Nero for stepping in and representing the Village.

Trustee Brady is absent. Mayor Gunter gave the report on his behalf.

● A Special Meeting for Community Development was tonight. The DIP Program was discussed for the downtown business districts.

● Discussed the zoning ordinance changing in the B1 and the edge districts. Additional information on that coming up. There will be public notices on any zoning changes.

● The June Planning and Zoning commission will have its next meeting on Wednesday June 12th at 6:00 pm right here at the Village Hall.

● Businesses who would like to participate in the Summer window murals program can sign up on the Westmont Special Events website at www.westmontevents.com

Trustee Liddle is absent. Mayor Gunter gave the report on her behalf.

● The next Administration and Finance committee meeting is July 25th at 4:30 pm in the Village Hall

● Mayor Gunter Asked Asst Village Manager Spencer Parker to introduce our new Finance Director Alan Altic. Assistant Village Manager Spencer Parker discusses Alan’s background and welcomes him to the Westmont Team.

● Cruisin’ Nights is only one week away. Next Thursday night they are planning for the biggest and best year ever. Info on Cruising Nights is on the Westmont special events website.

● Taste of Westmont is six weeks away. This year everything starts on Thursday night including music on the main stage, main beer tent, and food vendors. More details are on the Westmont special events website.

● In the past, Thursday night was only kids night but now they have expanded the Fest to include four days right on Cass Avenue.

Village Clerk Szymski

● Wednesday June 19th offices will be closed to the public here in the village ● Community Garage Sales events this year will be August 2nd, 3rd, and 4th. Details are posted on the Village website.

Trustee Barker

● The Environmental Improvement Committee will meet Monday night June 3rd at 5:30 pm in the Village Hall.

● There is a tree planting incentive program that's new to the Village. Those details are on the Village website.

Trustee Nero

● Next Public Works Committee meeting is June 27th at 4:30 pm in the Village Hall.

● US Luge tryouts went really well. The Village of Westmont received some good press and a nice article in the Suburban Life Newspaper. We want to thank them again for choosing Westmont.

● Westmont Cruisin Nights Public Works Trucks Night will be highlighting the Public Works on July 18th.

● Naperville Road closure as a part of the alley reconstruction program, will be closed Friday through Monday between Park Street and Roslyn Road for a full width concrete patch at an alley entrance. Local traffic will still have access to their homes and apartments but Naperville Road will be completely impassable at the alley. A planned detour will allow all other traffic to get around the work area. More information on that as well as other construction updates can be found on the GIS map section of our website.

● Congratulations to the Lions for Spring Fling. It was an awesome event. The Mayor cut in 500 or maybe a thousand ears of corn and was feeding them into this machine. He worked hard and that was good to see and the community loved it. Thanks Mayor!

Trustee Simonovich

● The next Police Public Safety meeting will be July 11th at 4:30 pm in Village Hall.

● The Westmont’s Cruising Nights Police Car Night will be Thursday June 20th which is the third week of the Westmont Cruising Nights.

● PSA from me to everyone. Have a fire extinguisher in your kitchen. I had to use mine this morning and so I don't think that we can encourage the public enough to check their fire extinguisher safety.

Trustee Johanik-Guzzo

● Our next Fire Public Safety Committee meeting is June 13th at 4:30 pm in the Village Hall. Everyone is invited to attend.

● The Westmont’s Cruising Nights Fire Truck Night will be Thursday, August 1st.

● Also a PSA announcement as the daughter of a retired Westmont Fire Chief, I understand the importance of fire extinguishers.

ITEMS TO BE REMOVED FROM CONSENT AGENDA:

Trustee Simonovich asked for the proclamation for National Gun Violence Awareness Day to be removed from the consent agenda.

(2) PROCLAMATION - NATIONAL GUN VIOLENCE AWARENESS DAY

Trustee Simonovich and Jennifer Zordani addressed the Village Board on this item.

Motion by Trustee Simonovich Board to consider a proclamation declaring Friday, June 7, 2024 as National Gun Violence Awareness Day in the Village of Westmont.

Seconded by Trustee Guzzo and the motion passed.

(3) B-1 DEVELOPMENT PERMIT - 111 NORTH CASS AVENUE

Community Development Director Hennerfiend and Delaney Miller addressed the Village Board on this item.

Motion made by Trustee Nero to an ordinance approving a B-1 Development Permit for DELANEY MILLER LLC d/b/a Westmont Photography by Delaney, to operate a photography studio at 111 North Cass Avenue.

Seconded by Trustee Barker and the motion passed.

(4) STARBUDS - 101 AND 107 WEST OGDEN AVENUE

Community Development Director Hennerfiend, Marwan Attia and Ahmad Joudeh addressed the Village Board on this item.

Public Forum:

Gina Pirelli, Blackhawk Drive - Is not supportive of the business and has concerns regarding safety.

Motion made by Trustee Nero to consider an ordinance approving requests by SB IL 3 WESTMONT, LLC, d/b/a Starbuds Westmont (Petitioner), and WL Property Acquisitions LLC - 101 Ogden (Owner) for 101 West Ogden Avenue, and 3-D Property Management, LLC (Beneficial Owner) for 107 West Ogden Avenue for the following:

1. Special Use Permit request by Starbuds Westmont for an Adult use cannabis dispensing organization

2. Special Use Permit request for a Restaurant, drive-in, by Waken Bakery, Inc. d/b/a Wake-N-Bakery

3. Site and Landscape Plan Approval

4. Final and Preliminary Plat of Subdivision to consolidate two (2) lots into one (1) lot Seconded by Trustee Simonovich and the motion passed.

(5) AWARD OF RFQ 24-001, STORMWATER MANAGEMENT ENGINEERING SERVICES

Village Manager May addressed the Village Board on this item.

Motion made by Trustee Guzzo to consider an ordinance approving the award of RFQ 24-001, Stormwater Management Engineering Services, to Baxter & Woodman, Clark Dietz and WBK as approved vendors for future projects and for a five-year term.

Seconded by Trustee Nero and the motion passed.

(6) ENGINEERING AGREEMENT - PHASE 2 DESIGN ENGINEERING FOR RESIDENTIAL ALLEY 10N RECONSTRUCTION

Motion made by Trustee Barker to consider an ordinance approving an engineering agreement with Thomas Engineering Group, LLC for Phase 2 design engineering for Residential Alley 10N Reconstruction.

Seconded by Trustee Nero and the motion passed.

(7) AWARD OF BID PROPOSAL - NORTH WATER TOWER

Village Manager May addressed the Village Board on this item.

Motion made by Trustee Nero to consider an ordinance awarding the bid proposal from Caldwell Tanks, Inc. for the construction of the North Water Tower project and authorizing a contract consistent with the accepted bid documents, contingent upon receipt of a loan agreement from IEPA.

Seconded by Trustee Guzzo and the motion passed.

(8) SALE OF PROPERTIES AT 423 AND 427 N. GRANT ST.

VIllage Manager May addressed the Village Board on this item.

Motion made by Trustee Simonovich to consider an ordinance approving real estate sales contracts for the sale of properties located at 423 North Grant Street and 427 North Grant Street.

Seconded by Trustee Nero and the motion passed.

(9) BUILDING PERMIT FEE AMENDMENT

Attorney Zemenak addressed the Board on this item.

Motion made by Trustee Simonovich to consider an ordinance amending Chapter 18, Section 18-487, of the Code of Ordinances to correct the calculation for building permit fees.

Seconded by Trustee Nero and the motion passed.

(10) MUNICIPAL CODE UPDATES - SOLID WASTE, CHAPTER 66 AND SCAVENGER, CHAPTER 22

Attorney Zemenak addressed the Board on this item.

Motion made by Trustee Barker to consider an ordinance amending provisions of Chapter 66, Solid Waste, and Chapter 22, Scavengers, of the Westmont Code of Ordinances.

Seconded by Trustee Guzzo and the motion passed.

Motion made by Trustee Nero to consider an ordinance amending Chapter 22, Art. IX of the Westmont Code of Ordinances regarding garage sale regulations.

Seconded by Trustee Guzzo and the motion passed.
