a. 5/1/2024 - 12/31/2024 Appropriation Ordinance Public Hearing

Board to conduct a public hearing for the 5/1/2024 - 12/31/2024 Fiscal Year Appropriation Ordinance.

In accordance with state statute, the Village must adopt an appropriation ordinance during the first quarter of the fiscal year. The appropriation ordinance is the legal limit of the maximum amount that can be spent if sufficient funds are available.

The appropriation ordinance should exceed the expected amount to be spent. The budget is the financial plan of what the Village intends to spend; this appropriation ordinance is the legal limit that can possibly be spent if changes are necessary.

a. 5/1/2024 - 12/31/2024 Appropriation Ordinance

Board to consider an ordinance adopting the 5/1/2024-12/31/2024 Appropriation Ordinance.

b. Increase in Available Class 4 Liquor Licenses

Board to consider an ordinance increasing the number of available Class 4 liquor licenses by one (1) for Tokyo 1 LLC d/b/a Galaxy Sushi & Ramen, 15 W. Quincy Street, Westmont, IL 60559.

The owner/applicant, Tokyo 1 LLC, d/b/a Galaxy Sushi & Ramen, 15 W. Quincy St., has applied for a Class 4 (beer & wine) liquor license for the restaurant. A background review has been completed and it is eligible to receive a license if approved.

The board is asked to increase the number of available Class 4 liquor licenses to allow the Liquor Commissioner the ability to issue a liquor license should he choose to do so. They are eligible to receive a liquor license if desired.

c. Temporary Liquor License - Sunrise of Westmont

Board to consider an ordinance authorizing the issuance of a temporary Class 9 liquor license by the Local Liquor Commissioner to Aspired Living Westmont OpCo LLC, d/b/a Sunrise of Westmont, 407 W. 63rd Street, Westmont, IL.

Aspired Living Westmont OpCo LLC, is the new owner of this facility and has applied for a temporary Class 9 liquor license while their regular Class 9 liquor license application is being reviewed.

This temporary liquor license will allow for the sale and service of alcohol at a senior living center. This temporary license is valid for 90 days. Sunrise is currently cooperating with a background review for the issuance of a regular liquor license.

d. Rezoning - 10 West Traube Avenue

Board to consider requests from Duane Newton (Petitioner) and Kenneth W. Newton, as Trustee of the Kenneth W. Newton Declaration of Trust (Owner) for the property at 10 West Traube Avenue, Westmont, Illinois, 60559, for the following:

Zoning Ordinance Map Amendment request to rezone the property from O/R-1 Office Research One District to R-3 Single-Family Detached Residence District.

Waiver to Zoning Application Fees.

The petitioner seeks to rezone the property at 10 West Traube Avenue from O/R-1 (Office/Research- One) to R-3 (Single-Family Detached Residence) to utilize the property as a single-family detached residence, a permitted use.

Prior to 1990, the property was zoned R-4 (General Residence); it was rezoned to O/R-1 (Office/Research-One District) by the Village. The property exists with a nonconforming residential use, two (2) dwelling units and residential structures.

At its meeting on July 10, 2024, the Planning and Zoning Commission recommended for approval the Zoning Ordinance Map Amendment request. (5-0 with one commissioner recused)
