Village of Bourbonnais Finance Committee met Oct. 30.

Here is the agenda provided by the committee:

1. Meeting Opening

Meeting called to order at 4:00 PM by Trustee Rick Fisher

Procedural: A. Roll Call - Trustee Rick Fischer

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, Administrator Michael Van Mill, Asst. Administrator Laurie Cyr, Finance Director Tara Latz, Asst. Finance Director Holly St. Germaine, Public Works Superintendent Terry Memenga, Police Chief Jim Phelps, Commander Jason Sztuba, Village Engineer Mike Gingerich, Asst. Public Works Superintendent Frank Triveline and Deputy Clerk Margie Beach

2. Review and Approve Committee Minutes

Action, Minutes: A. Finance Committee Minutes from October 16, 2024

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to approve the Finance Committee minutes from October 16, 2024 as presented.

Final Resolution: Motion Carried

3. Bill Lists

Accounts Payable: A. General Fund

> Questions were discussed and answered by Public Works Superintendent Terry Memenga.

The General fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Monday, November 4, 2024.

Accounts Payable: B. Special Fund

The Special fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Monday, November 4, 2024.

4. Other Business

Discussion: A. Annual Bond Abatement Ordinances

> Mrs. Latz went over the four Bond Abatement Ordinances that will be up for first reading for the board meeting Monday, November 4, 2024. We have historically done this each year for many years. The Village takes the principal and interest owed on our outstanding bond issues (debt service) off of the burden of the property tax payers. We are not levying extra money on property tax bills to cover our bond payments. Mrs. Latz reminded the Board what each bond issue was for, and provided the saving amounts to taxpayers by not levying residents taxes (on Board Docs).

Discussion: B. Miss Kankakee Scholarship Association Donation Request > Mrs. Latz explained we received a request for donation for the Miss Kankakee Scholarship Association.

Finance Committee agrees to not donate at this time.

Discussion: C. Kroger Property Tax Appeal Update

> Mrs. Latz stated Kroger is requesting a reduction of their assessed value in excess of $100,000 (on Board Docs). They continue to to do this annually. They started their process this year in July, and have revised their request as of October. Mrs. Latz stated that she will continue to update the board with any more notices we receive about this property.

Discussion: D. Other

> Trustee Fischer stated the Finance Committee will change the upcoming late-November meeting to Tuesday, November 26th instead of Wednesday, November 27th due to the Thanksgiving holiday.

7. Public Comments

Discussion: A.

> Chief Phelps stated we will do a swearing in of Canine Officer Knight at the Monday, November 4, Regular Board meeting.

8. Executive Session

Action, Procedural: A. Enter into Executive Session to discuss collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 5 Ill. Comp. Stat. Ann. 120/2(C)(2).

Motion by Trustee Jack Littrell, second by Trustee Jeff Keast to discuss collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 5 Ill. Comp. Stat. Ann. 120/2(C)(2) at 4:15 PM. Final Resolution: Motion Carried

Action, Procedural: B. Return to the Finance Meeting

Motion by Trustee Jeff Keast, second by Trustee Randy King to exit the Closed Session and return to the Finance Meeting at 5:04 PM

Final Resolution: Motion Carried
