TIF Joint Review Meeting

Motion by Boudreau to appoint Trustee Joel Gesky to the position of Mayor Pro-Tem in the absence of Mayor Nugent. Seconded by Dole. Motion passed 4-0 Boyce, Crockett absent

The meeting was called to order by Mayor Pro-Tem Joel Gesky

We had no representatives from the taxing districts present at the meeting. The Taxing districts invited were:

Manteno Public Library District

Village of Manteno Resident/Citizen Manteno Township Board

Manteno Township Road Commissioner

Kankakee Community College

Township Tax Assessor

Manteno School District #5

Manteno Fire Protection District

Kankakee County Board

Village Administrator Chris LaRocque gave a slide presentation and summary of TIF and a review of the 2024 Annual TIF report, estimate of future revenues, update of current projects and discussion of future projects and priorities. Mr. LaRocque asked for any questions and received none. TIF Reports are available at the Village Hall and on the Village of Manteno's website.

Motion by Dole to adjourn the meeting at 5:47 pm. Seconded by Boudreau. Motion passed 4-0

The meeting was called to order by Village Clerk Robin Batka, followed by the Pledge of Allegiance. Roll call of the Board was made by the Village Clerk.

Motion by Boudreau to appoint Trustee Joel Gesky as Mayor Pro Tem. Seconded by Dole.

Motion passed 6-0

Trustee Joel Gesky took the seat as Mayor Pro Tem for the meeting.

Motion by Crockett, seconded by Phillips, to waive the reading of the minutes and approve the regular Board Meeting minutes of October 21, 2024, as presented by the Clerk.

Motion approved: 4-0 Dole, Crockett abstain

The Village recognized and congratulated the Wildcat Lightweight Super Bowl football team and the cheerleading team for winning the Super Bowl Championship and having an undefeated season.

Safety tips for making purchases on the internet in Marketplace and meeting up to exchange money and the item being sold. We recently had an incident in which the seller met up with the buyer at our local McDonalds and the buyer took the item and did not pay for it. Reminder that our police department is designated as a meet up place for any exchange for a sale. Next Public Safety & Health meeting has been scheduled for Tuesday November 19, 2024, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett

The next Planning and Zoning Committee meeting has been canceled for Tuesday November 26, 2024, at 7:00 am in the Village Board Room. The next Planning Commission meeting has been canceled for Tuesday November 12, 2024, at 6:00 pm in the Village Board Room.

Bills authorized and paid between Board Cycle: $41,357.51

General Government- Trustee Phillips

Nothing on the agenda tonight

Motion by Boyce to approve payment of bills in the amount of $35,570.30 (TIF #3 - $0). Seconded by Dole. Motion passed 6-0

The Village Clerk read the notice of the dates (November 12-15, 2024, and November 18, 2024) and times that the Village Hall would be accepting the petitions and candidate paperwork for the April 2025 Consolidated Election, for the open offices of Village President, Village Trustee and Village Clerk. The notice is available online on the Village of Manteno website.

Motion by Boyce to adjourn at 6:29 pm. Seconded by Crockett

Motion approved 6-0
